Jocel graduated with honors and received a Master of Arts degree in Teaching Leadership at Saint Mary's College of California. She completed her preparation for administrative services at Saint Mary's and her teaching credential at California State University Sacramento. Jocel earned a Bachelor of Science degree in Occupational Therapy from Our Lady of Fatima University in Manila, where she graduated among the top 5% of her class. She also took post-graduate studies in education at the University of the Philippines and the University of Baguio.
