10th grade year you should create the NCAA Eligibility Center.

You will receive an NCAA student number.

When you take the SAT's 11th grade year, be sure to add the NCAA number into the college search box 9999 so the Eligibility Center receives your scores.

Create a video clip of your best games between 1:30-2:00 long

Email the coach(es) of the college(s) you want to attend. Introduce yourself, provide some game stats, let them know why you're interested in their team, their coach, their school.  Complete the interest form.
