Dear all,

I am going to propose the following plan to the MG SC at our meeting Dec 15.

1. On January 14, the SBC will recommend to the SC and the SC will vote to appropriate the debt to pay the full cost of the proposed project. Rick Manley, bond counsel, will provide us with the language. The MSBA template is also here attached.

2. The January 14 School Committee vote can be contingent on the following two factors:

a. approval of the Project Scope and Budget Agreement by the MSBA on Jan 27

b. the ability of both towns to exclude the debt

Note: 2. (b) relieves the towns of the need to hold a special town meeting to approve the project/debt, since this vote would also be contingent on passage of debt exclusion votes. They will still have a right to hold the meeting within 60 days. I will be gathering feedback from town officials on this matter.

3. The School Committee will notify the BoS in both towns within 7 days of appropriating the debt.

4. On Jan 25 the Boards will need to approve a letter directing the Town Clerks to the call of a Special Election with a question to put on the ballot. Mr. Manley will provide the text of the question.

5. On Jan 26 the Town Clerks will receive this letter, meeting the 35-day requirement for the election ballot printing.

5. On March 1, town residents will vote on the debt exclusion. There will be two consecutive elections and separate ballots for the two elections. Residents are not required to vote in both elections.

As you can see below, Mary Kennedy has been of great assistance in working out the town requirements for this process.

I spoke to Paul Sieloff, Jason Hoch, Rick Manley, Trip, and Doug today. I will talk with the Lanes BoS next Monday to get feedback on the town meeting issue.
