The tax free bounty generated out of corrupt system is an ice-berg among scams so far CAG has audited. The un-told misery heaped upon common man by the operatives of this system is beyond any audit. These operatives are prevalent in Civil Services, legal fraternity , their God-fathers are chosen by our votes. Corrupt system nurtures every kind of criminal acts like extortions , kidnapping ,rape etc. Even a Vinod Rai will fail to fathom the volume of bounty.
Why is the corrupt system operating so freely , it is because :
(a) It is Herculean task to bring perpetrators of crime to books.
(b) There is no deterrent for such perpetrators in placing false evidence before the Judiciary.
(c) Legal provisions u/s 340 Cr.P.C. and u/s 195 Cr.P.C. for placing false evidence before the Judiciary are seldom exercised.
How to clean the system ?
It is very difficult task under the circumstances where Civil Administration is on the side of criminals .
Nevertheless
(a) if section 340 and 195 Cr.P.C. are judiciously implemented without fail , a bulk of crime will disappear.
(b) Legal fraternity operating under immunity of power of attorney of their clients , if found placing knowingly false evidence before the Judiciary on behalf of their clients, should be answerable u/s 340/195 Cr.P.C.
(c) Judiciary to work on fast track.
