ACADEMIC AGREEMENT BETWEEN THE UNIVERSITY OF PUERTO RICO-HUMACAO AND MOREHEAD STATE UNIVERSITY

Puerto Rico, a territory of the United States (USA) with a population of 3.4 million US Citizens, has a large (50,000 enrolled students) public university system called the University of Puerto Rico, and enrolls over 50,000 students. It started in 1900 in the town of Fajardo, and in 1908 the United States federal government extended the Morrill-Nelson Act to Puerto Rico making the University a “Lang Grant College”. In 1962, the University of Puerto Rico at Humacao (UPRH), known then as the Humacao Regional College, was established as the first regional college of the University of Puerto Rico System; offering two- year transfer programs in General Studies, Social Sciences, Humanities and Education. In August 1979, the Legislature of Puerto Rico, by virtue of the approval of Law Number 186, granted Humacao University College its autonomy. In 1982, the Council on Higher Education also granted the institution its autonomy by appointing the first chancellor and transferring to the directive bodies of the College tasks that had been previously carried out by the University's Central Administration. Finally, the Board of Trustees of the University of Puerto Rico, in its Certification Number 103, Series 1999-2000, authorized the change of the name of the institution to the University of Puerto Rico at Humacao (UPRH). Currently UPRH offers 19 bachelor’s degree programs, 7 associate degree programs and 4 transfer programs to a population of approximately 4,440 students with a faculty of 334 professors. UPRH is accredited by the Middle States Commission on Higher Education. Its academic programs are licensed by the Puerto Rico Council on Higher Education. It is also a member of the American Association of Colleges and Universities.

UPRH, located at Ave. José Aguilar, Road 908, Humacao, Puerto Rico (USA) 00798, and Morehead State University, located at 150 University Blvd. Morehead, 40351 Kentucky (USA) has resolved to enter into the present Academic Agreement in conformity with legislation in force by USA , and by means of the following agreed clauses and conditions:

OBJECT

FIRST CLAUSE – The present Agreement sets out the form and conditions by which the agreeing parties propose to develop a program of mutual co-operation involving areas of mutual interest, such as space systems engineering. The program of cooperation referred to in this clause will involve, specifically, the development of a bridging academic pathway that will allow students from UPRH who have completed the Bachelor’s Degree Program in Applied Physics (Electronics) to be able to enroll in Morehead State University’s graduate program in Space Systems Engineering.

CONDITIONS

SECOND CLAUSE – In order to pursue the subject proposed, UPRH and Morehead State University undertake to:

I. To designate those responsible for executing this Agreement.

II - To stimulate, within their respective institutions, the study of the language, literature and culture of the respective countries.

III - To draw a joint work plan for each cooperation activity. Specific cases will be matter of specific agreements.

EXCHANGE

THIRD CLAUSE – The exchange will be realized under the following conditions:

I – Morehead State-UPRH Bridging Academic Pathway Program.

1 - The number of students participating in the bridging academic pathway programs will be determined by previous notice;

2 - UPRH will identify qualified students to participate in the bridging academic pathway program. Such students will be approved by Morehead State University after reviewing their academic credentials;

3- The period of study should normally be four semesters, students will enroll full-time (9 graduate credit/hours);

4 - Universities will arrange for accommodation when possible. This, however, not being an obligation.

II – Matriculation of Students into the Master of Science in Space Systems Engineering (MSEE) program at Morehead State University

The background in physics, electronics, electrical engineering and mathematics that students graduating with a BS in Applied Physics (Electronics) from UPRH received during their undergraduate experience, qualifies them for admission into the MSSE program at Morehead State.

1 –Students graduating with a 3.0 GPA or higher with a Bachelor’s Degree Program in Applied Physics (Electronics) from UPRH will not be required to complete the GRE for admission into the MSSE program at Morehead State University. They will be required to take the TOEFL test.

2 – In addition to the requirements for the Bachelor’s Degree Program in Applied Physics (Electronics), students must complete the following mathematics courses with a “C” or better at UPRH before applying to the Master of Science in Space Systems Engineering: MATE-3061 (Calculus I), MATE-3062 (Calculus II), MATE-4115 (Classical Applied Analysis for Physics), MATE-3009 (Programming and Numerical Analysis I), MATE-4031 (Linear Algebra) and FISI-3046 (Mathematical Physics)

FINANCIAL RESOURCES

FOURTH CLAUSE – Students entering the MSSE program at Morehead State University will be responsible for tuition and other financial obligations associated with graduate programs at Morehead State including but not limited to housing, meals, transportation etc. Students entering graduate programs at Morehead State are required to provide proof of insurance and appropriate financial statements.

DURATION AND RECISION

FIFTH CLAUSE – The present Agreement will remain in force for five (5) years from the date of its signing, being declared invalid by any of the parties, by means of notice in writing with the minimum notice of sixty (60) days.

FORUM

SIXTH CLAUSE – Any divergence that arises out of this Document shall be resolved by a Special Council, which will be composed of one member of each party and a third member elected by the parties.

Thus agreed, the parties sign the present Agreement in 04 (four) copies of equal form and content, in the presence of the below-mentioned witnesses who also place their signatures.
