Mr. Joeminel U. Cutcharo, a TESDA-Isuzu scholar graduate, and Valedictorian of Batch 13 in Automotive Servicing garnered 700 points which earned him a Medallion for Excellence Award in Automobile Technology during the recent 12th Association of Southeast Asia Nations (ASEAN) World Skills Competition held in Bangkok, Thailand on August 30-September 4, 2018.
A scholar of Automotive Servicing (NC levels I to IV) of the TESDA Auto Mechanic Training Centre, Tacloban City with the support of Isuzu Motors and World Vision, Joeminel, a 21-year old resident of Dulag, Leyte, completed his training in February 2018 with exemplary performance earning him the highest honor (Valedictorian) with ten (10) medals. His focused preparation, dedication, discipline and motivation, not to mention the full support of his coach/mentor, Mr. Joever Amaro and other Isuzu Trainers, prepared him for the gruelling competition to successfully grabbed the Medallion for Excellence award. He emerged victorious, brought pride and honor to the country, particularly Eastern Visayas.
This only proves that TESDA tech-voc graduates can be at par with the world’s skills standards. TESDA Secretary Guiling “Gene” Mamondiong said that the winning performance of the Team Philippines in the recent skills competition only proves that the country’s tech-voc education and training (TVET) is very effective and WORLD-CLASS.
Team Philippines brought home 1 silver, 2 bronze medals and 8 Medallion for Excellence Awards after that ASEAN Skills Competition which is held every two years.

Mamondiong, Director General/Secretary of Technical Education and Skills Development Authority (TESDA) visited the province on August 19, 2018 to meet its elective officials to draw support in firming up technical-vocational education and training (TVET) in the province.

After a short visit in the TESDA Southern Leyte Provincial Office, he commenced a meeting with Governor Damian G. Mercado and City Mayor Nacional V. Mercado of LGU-Maasin City. The meeting was also attended by twelve (12) Municipal Mayors, five (5) Sanguniang Bayan (SB) members, seventeen (17) presidents and representatives of the various Associations of Barangay Chairmen (ABC), and 13 representatives from the municipalities in the province. Congressman Roger G. Mercado of the Lone Congressional District of Southern Leyte later joined in the meeting.
Governor Damian Mercado warmly welcomed the Secretary in his opening message. He further enjoined all mayors in the province to manifest support to TESDA thru its Director General whose visit in the province, according to him, is an apparent effort to help the people of the province become competitive workers in their respective fields.
Atty. Andrew A. Bido, the Regional Director of TESDA Regional Office No. VIII who accompanied the Secretary to the province, cited in his message that his office is ensuring wider access of TESDA programs and services to all prospective and interested beneficiaries in the region. He referred to the two-pronged strategy of the Secretary in order to achieve TESDA’s commitments, most especially in the employment of all certified graduates, as a major contribution to the economic development of the locality.
Secretary Mamondiong, during his keynote speech, sought the support of Congressman Roger Meracdo and the Provincial Government thru Governor Damian Mercado in the establishment of a Provincial Training Center (PTC). He mentioned that having a PTC in the province will pave way for a wider implementation of Free TVET, as mandated by Republic Act No. 10931 also known as the Universal Access to Quality Tertiary Education Act.
Secretary Mamondiong urged the officials to pass a Provincial Resolution to support the creation of the PTC. He promised to provide funding for the construction of a dormitory, ancillary to the training center, to accommodate trainees living in far-flung municipalities.
Thus, he sought the support of the officials to find a suitable location in the province that can accommodate both training center and dormitory. For the meantime, the Provincial Government has named the old Provincial Hospital, where the present TESDA Provincial Office is located, as the provisional site for the proposed training center.
Secretary Mamondiong also mentioned the assistance that is provided by TESDA in terms of the employment facilitation to its certified graduates through coordination with the appropriate national government agencies (NGAs) such as DOLE and PESO.
Winding-up his message, Secretary Mamondiong looked forward in the inclusion of TVET, especially TESDA, in the development plan for the province.

SEC GUILING “GENE” MAMONDIONG VISIT 2018
CNSAT marks August 19, 2018 a historical day as for the first time in its existence has it welcome the highest ranking official of TESDA. Secretary Guilling “Gene” Mamondiong has made sure to include Biliran on his itinerary. Though the visit fell on a weekend, all staff and faculty headed by Mr. Lino R. Severino were all in high spirits. The director general was welcomed as well by the Provincial Office Biliran headed by PD Beth Garcia and though with a short notice, he was also received by the Congressman of the Lone province of Biliran, Hon. Rogelio J. Espina MD. FPOA. Also in attendance were our mobile trainers from Saint Peregrine Institute and from our first and only farm school in Biliran, Canaan Hills Farm.
According to Regional Director of TESDA RO8, Atty. Andrew A. Bido, the Secretary’s visit was indeed historical as his goal was to see for himself what does the TTis actually need. To the secretary this is actually his second visit to the province but emphasized how he really want to come back and experience the paradise. The good secretary pushed for a regular consultation with all the Mayors of the island as he wanted to make sure that TESDA is catering to what the province really needs. This is crucial as to make sure that mismatch is avoided. And as he sees it necessary, he actually is polishing a Regional Summit for the region in Ormoc City this year to ensure that TESDA is catering to what the region really needs. He also gave emphasis on focusing ensuring that the services provided are local based programs not just for the out of school youth but also inmates, IP’s and drug victims could benefit. He also mentioned about creating more farm schools as the province is an Agricultural land and with the help of the provincial government, the secretary hopes that TESDA-CNSAT would be able to provide a more tailored service for the people and the province of Biliran.
Though limited with time, the Secretary made sure that he can visit the workshops and the different offices as he wants to see the readiness and the resources. Though it was short, CNSAT as a whole was grateful and honored to be part of his short visit to Region 8.
TESDA – SAMAR RECEIVES TWENTY LAPTOPS FROM SPAIN

Enrico C. Banario. Their partnership did not only pave the way for skills training in the province of Samar with Consuelo Foundation, but it also provided an opportunity for TESDA – Samar Provincial Office to receive twenty (20) laptops through Studer Trust and Dream IT which was sponsored by Mr. Marcelo Palacios from Alicante, Spain.
These laptops will significantly help the Office in bringing TVET (Technical Vocational Education and Training) to the different communities in the province of Samar. Skills training programs like Basic Computer Literacy, English Language Proficiency, Bread Making (Leading to Bread & Pastry Production NC II) and Prepare & Cook Hot Meals (Leading to Cookery NC II) can now be easily taught even to trainees who do not own computers or laptops as the Office has now enough laptop units to use during these trainings.
The Office, headed by PD Banario, expresses its gratitude to Mr. Carmelo Jesus Camon and looks forward to more partnership programs with him relevant to TVET.

TESDA 8 gives skills training to Tacloban City Jail Inmates
The Technical Education and Skills Development Authority (TESDA) in the Eastern Visayas Region launched the Skills Training Program for inmates under the TESDA Emergency Skills Training Program on May 31, 2017. The program was first launched at the female dormitory of the Tacloban City Jail at 9:00am to 10:00am, then to the male dormitory from 10:00am to 11:00am. The event was attended by no less than the Regional Director of the Bureau of Jail Management and Penology (BJMP), J/Supt. Edwin Riel, the Regional Director of TESDA 8, RD Cleta M. Omega and the representative of the City Mayor Hon. Cristina G. Romualdez, Executive Assistant Jake Superable. The other attendees included the Provincial Director of TESDA Leyte, PD Loreta D. Banario, the Jail Warden for the female dormitory, J/INSP. Ma. Nemia C. Lopez, Asst. Jail Warden SJO2Lydia G. Obias, JO1 Josephine A. Alde, the Regional IWD at the same time the regional Chaplain, JSUPT Josue Elmer P. Tumamak, Jail Officer Codilla, representing the Jail Warden for the male dorm and the rest of the active officers of the BJMP.
The skills training program for the female inmates, or residents as they are called, is on Beauty Care (Nail Care) NC II for the first batch composed of 25 inmates. The second batch of 25 residents will be on Haircutting with Hair Perming. On the other hand, some 25 male residents will train on Motorcycle/Small Engine Servicing NC II and another 25 on Domestic Refrigeration and Air Conditioning NC II. In both the male and female batches, at least 2 Jail officers will join the training program. Aside from giving the Jail Officers the opportunity to acquire skills, they will also look into the security of the skills training program for the whole duration.
During the launching, RD Riel and RD Omega emphasized to the participants the commitment to complete the training program and pass the competency assessment in order to be a certified worker. “When you leave the City Jail, your skills will be your avenue to reintegrate yourself to the community and be either self or wage employed in order to uplift your economic status. Do not return to your old bad habits” RD Omega continued. J/Supt Edwin Riel encouraged the participants to maximize their learnings in the training program. “The BJMP is very grateful to TESDA for this opportunity given to the Jail residents. Even in other TESDA Regional Offices, the BJMP has been receiving skills training opportunities for its inmates. If put to good use, the skills that you acquired here will make you a better person. Your reintegration to the community will be much easier”, J/Supt. Riel pointed out.
Sec. Guiling Mamondiong ordered all regional and provincial directors of TESDA to coordinate with their respective jail bureaus and enlist the inmates qualified for the skill training program
The Training Induction Program (TIP) immediately ensued after the launching. It is worthwhile to note that the skills training program for the Inmates is made possible by the participation of the two TESDA schools in the province of Leyte, the Calubian National Vocational School (CNVS) and the Regional Training Center, Abucay, Tacloban City. xxxx
TESDA Biliran conducts skills training to BJMP Biliran inmates

TESDA Biliran in partnership with the Bureau of Jail Management and Penology (BJMP) and the LGU of Naval is now conducting skills training on Plumbing NC II to Biliran inmates.
Twenty inmates will be trained in Plumbing NC II to be conducted by the TESDA-Cabucgayan National School of Arts and Trades from May 2, 2017 to June 7, 2017.
During its launching on May 2, 2017, SJO2 Felix Eduardo K. Carcellar, Jail Warden of the Naval District was very much grateful for the training program given by TESDA. He said the skills training will equipped the inmates which they can use for economic sustenance after post imprisonment life.
The training for inmates is one of the priority programs of TESDA under the leadership of Director General, Secretary Guiling “Gene” Mamondiong. This is part of the government’s rehabilitation program and to help them reintegrate back to society after their release.
It is also noteworthy that last year, TESDA Biliran provided also a skills training to 20 inmates on Perform Roughing-in Activities and Install Lighting Systems Leading to Electrical Installation Maintenance (EIM) NC II.

TESDA is laying the groundwork to assure that the technical-vocational (tech-voc) education and training (TVET) in the country will be the driving force for change and in the upliftment of the lives of the Filipino. Through the new flagship program of TESDA Secretary Guiling A. Mamondiong dubbed as “ Barangay Kasanayan para sa Kabuhayan at Kapayapaan”, TESDA hopes to provide suitable skills and training programs and eventually create jobs at the barangay level.
With this, TESDA Secretary Guiling A. Mamondionghas recently announced that 30,000 scholarship slots have been allocated for Eastern Visayas until December 2016 and the 2nd quarter of 2017. He was here during the recently concluded Regional TVET Stakeholders Consultation as the Keynote Speaker at the Ritz Tower de Leyte, Tacloban City on Oct. 4, 2016.

114th Labor Day Celebration and Job &Livelihood Fairs
posted Oct 19, 2016, 4:52 PMTESDA VIII actively participated in the recently concluded 114th Labor Day Celebration and Job &Livelihood Fairs with a theme “2016 ARAW NG PAGGAWA: Kinabukasan Sigurado sa Disenteng Trabaho” held on May 1, 2016 (Sunday) at the Leyte Academic Center, Pawing, Palo, Leyte. To promote the agency’s programs and services, TESDA-Leyte Provincial Office provided free massage and haircutting services (through their pool of accredited TESDA Specialistas). A good number of clients were accommodated inquiring on how to avail of TESDA’s programs and services, particularlyaccess to free skills training programs. Graduates of TTIs and PTVIs also participated in the Job Fair.
Leyte Governor Leopoldo Dominico Petilla, who gave the Welcome Message, dropped by TESDA’s corner in the venue and gamely tried the free massage.
TESDA Auto Mechanic Training Centre Graduates Passing the Preliminary Screening for the I-1 Grand Prix-2016 Isuzu World Technical Competition

In the Technician category, 8 among the 40 contestants from 20 Isuzu dealerships all over the Philippines are graduates of TESDA Auto Mechanic Training Centre, TESDA Region 8 Tacloban City, Leyte, the school which is supported by Isuzu. 5 of them successfully passed the screening and are among the 8 winners who will undergo further trainings, through which 2 representatives for the Nov 3, 2016 I-1 Grand Prix –LCV category in Thailand, and 2 representatives for the Dec 1, 2016 I-1 Grand Prix –CV category in Japan will be selected.The names of the TESDA graduates who passed the screening are as follows: batch 1- Jumar Verano, batch 6- Charlie Belano, batch 4- Erwin Cartagena, batch 7- Jusua Cantre and batch 7- Mark Tirso II Dela Cruz.
Coming from less fortunate families who could not afford the high cost of education but had the strong desire for a better life, these graduates gave their best to learn automotive servicing skills for 2 years to prepare themselves. This great news about the graduates is an encouragement to employees and trainees of the training center. We all look forward to their success in the final tournament.

posted Oct 19, 2016, 4:10 PM [ updated Oct 19, 2016, 4:55 PM ]A very well-attended Regional Stakeholders’ Consultation conducted by TESDA Region VIII at the Ritz Tower de Leyte, Tacloban City on October 4, 2016 (Tuesday). A total of 151 participants attended. The consultation which served as a venue to engage the stakeholders in making the 2017-2022 tech-voc reform and development agenda more relevant and attainable brought together key stakeholders from the industry, sectoral groups, local government units, academe, tech-voc institutions, non-government organizations (international and local), national government agencies and other TVET partners in the region to discuss what priority skills are needed by the industries and communities and what program interventions they can recommend.
The Stakeholders’ Consultation was made more significant with the presence of TESDA Secretary Guiling A. Mamondiong who came with Ms. Rosanna A. Urdaneta, Deputy Director General for Policies and Planning.
TESDA Region VIII Director Cleta M. Omega presented the regional TVET situationer, while DDG Urdaneta discussed the TVET Reform and Development Agenda and the two-pronged TVET Strategy for Poverty Reduction.
The inputs for the workshop which provided springboard and direction in the afternoon were given by the Regional Directors of various national government agencies: RD Karina Rosa Tiopes of Department of Tourism, RD Cynthia Nierras of Department of Trade and Industry, and representatives from Department of Agriculture, Department of Science and Technology, Department of Labor and Employment, National Economic and Development Authority. Also, present during the consultation was the Regional Director of Philippine Information Agency, Alice Nicart, with the members of the local media who covered the event.
Sec. Mamondiong appreciated the huge turnout of participants. In his message, he conveyed to the participants his desire that all barangays in the country will have easy access to the programs and services of TESDA to attain poverty reduction through access to the regional/provincial and TESDA Technology Institutions (TTI) websites.
The very highlight of the event, to the delight of the participants, was his pronouncement of allocating 10,000 scholarship slots for Region 8. Of these slots, 5,000 will be implemented this 2016 while the other 5,000 slots for the first semester of CY 2017.
During the workshop, the participants identified issues and challenges related to TVET that needed to be addressed and the policies and programs that maybe considered significant in addressing the issues.Skills needs and requirements were identified as well.
