Lane was born and raised in Rising Sun, Indiana, graduated from Rising Sun High School, and attended Ball State University where he was on the Dean's list and received the History Department Award. In 1983, he earned his Bachelor of Science degree in finance and economics and began his professional career by working in the banking industry in Vevay.

Lane later went on to receive his Doctor of Jurisprudence from Indiana University-Indianapolis in 1990. He has been a Member of the Dearborn and Ohio County Bar Association, the Indiana State Bar Association, and the American Bar Association. Lane resides in Rising Sun and belongs to the First United Church of Christ, where Lane serves as Consistory President.

He has also served as the City Attorney for Rising Sun, the Ohio County Council, The Rising Sun-Ohio County Port Authority, the Joint City-County Park Board, and and the Ohio County Convention, Tourism and Visitors Commission. In addition, Lane serves as Executive Director of the Ohio County Economic Development Corporation and is an adjunct instructor at Ivy Tech Community College.

He is also a former member of the Vevay Kiwanis Club. From 2000 to 2005, Lane sat on the board of directors for the Dearborn County Hospital Foundation.
