With a rich and diverse background, I bring extensive advisory and managerial experience in public and private sectors, state-owned enterprises (SOEs), and multilateral organizations. My expertise spans critical infrastructure sectors such as energy, extractive industries, telecom, finance, and corporate governance. As an accomplished Energy Minister, Board Chairperson, World Bank Representative, and academic, I have a proven track record of driving policy, strategy, industrial organization, and regulatory frameworks to foster economic development and sustainable practices.

Professional Experience:

Energy Minister, Chile: I led transformative energy policies covering electricity, renewables, energy efficiency, and oil & gas sectors. I skillfully managed diverse interests, international relations, and congressional engagement, ensuring the success of comprehensive energy reforms.

Alternate Executive Director, World Bank Group: My role involved representing and advocating for the interests of Argentina, Bolivia, Chile, Paraguay, Peru, and Uruguay within the World Bank Group. I played a crucial part in influencing key development agendas and multilateral initiatives.

President, International Association for Energy Economics (IAEE): I took the lead in global energy discussions, fostering sustainable energy practices and facilitating policy dialogues on the international stage.

Board Member, Schwager Mining S.A.: With a history spanning 160 years, Schwager Mining S.A. is dedicated to providing services to the mining industry and developing renewable energy projects. I contributed as a board member to steer the company's operations and logistics services, which employ over 1,800 professionals.

Board Chairperson, ENAP (Chilean State Oil Company): In this leadership position, I oversaw operations in Chile, Argentina, Ecuador, and Egypt, encompassing oil & gas exploration, production, refining, logistics, and the distribution of liquefied natural gas (LNG).

Board Member, Chilean Council of State Companies: I played a key role in overseeing 22 state-owned enterprises that operate in various sectors, including energy, ports, metro, railways, water utilities, and other vital segments of the economy.

Special Economic Advisor, Associated Universities, Inc (AUI.edu): I provided valuable economic insights and advice to AUI.edu, a leading institution collaborating with the scientific community to plan, build, and operate cutting-edge R&D facilities.

Consulting & Advisory Roles:

My advisory services have extended to governments and companies throughout Latin America and beyond, including renowned organizations such as CPFL in Brazil, UNE, ETB, and EPM in Colombia, as well as Transelec S.A., VTR S.A., Telmex S.A., Endesa S.A., Colbún S.A., Telefónica S.A., and many others. My areas of expertise encompass business strategy, industrial organization, competition, antitrust, regulatory frameworks, and corporate governance. I have also provided consultancy to major financial institutions, including Credit Suisse First Boston and Chase Manhattan Bank in the U.S.

Education:

My academic journey includes earning a Ph.D. and Master’s in Economics from the University of Minnesota. Additionally, I hold a Bachelor's degree in Economics, a Master's degree in Economics, and the title of Business Engineer from the Pontificia Universidad Católica de Chile.

Academic Contributions:

In my academic capacity, I serve as a Professor at the Pontificia Universidad Católica de Chile. I am honored to be a member of the Editorial Board of The Energy Journal. I have contributed to prestigious journals, shared my insights in media columns, and frequently delivered keynote speeches at global conferences, shaping discussions on energy, economics, business, and public policy.
