POSITION: Geographic Information System Administrator
DEPARTMENT: Department of Engineering

Incumbent provides technical management and oversight in the area of geographic information systems (GIS), utilizing GIS hardware and software to produce maps, spatial databases, thematic data, and web mapping applications. Employee in this classification will create, adjust, correct, manage, convert and distribute maps and data and coordinate the city-wide GIS effort.
DUTIES:
Primarily responsible for the development, operation, maintenance, and oversight of the City’s GIS system.
Manages the City’s GIS software deployment, including ArcGIS server, individual ArcGIS Desktop installations, ArcGIS Online, and other related GIS software.
Administers the GIS server, including general server management, data backup and security, user permissions, and web mapping services and applications.
Responsible for the integrity and security of the City’s GIS data, including the City’s primary GIS database, as well as important map documents and data, and departmental project-related data and map files.
Provides training and technical support for City staff in the use of desktop and online GIS, and troubleshoots user problems. Acts as a “consultant” to internal staff during their development and use of spatial data and GIS projects.
Identifies and implements projects to streamline City data tasks and integrate with other City software.
Coordinates field data collection using GPS hardware and/or mobile devices. Provides support for field personnel involved with field data capture.
Evaluates and integrates data from outside sources, including utility vendors and as-built plans from developers. Translates and converts data for use with City GIS projects.
Develop user-friendly web based GIS applications to help facilitate the conveyance of available City information to the general public.
Coordinates periodic orthophotography and related base mapping updates.
Produces GIS data and maps as needed to support other City departments, public agencies, developers, and members of the public.
Performs related duties as assigned.
POSITION REQUIREMENTS:
Bachelor’s Degree in computer science or similar GIS related program plus 3 years experience in GIS applications or an equivalent combination of education and experience.
Thorough knowledge of the methods and techniques utilized in creating maps and GIS products with ESRI software. Fluency in Python, HTML5, and web application development strongly preferred.
Extensive knowledge of operating systems and platforms, including Microsoft Windows and Office, Microsoft SQL Server (client and server), and ESRI GIS software (desktop and online).
Experience in teaching or training in GIS strongly preferred.
Ability to work well with various city departments, other governmental units, and members of the public in a courteous, effective manner.
Strong communication, interpersonal, analytical, and organization skills.
Ability to be self-directed in accomplishing tasks and managing multiple projects with limited supervision.
Light lifting and carrying of normal work equipment and materials.
Ability to legally operate a motor vehicle.
RESPONSIBILITY:
Incumbent will work within the Engineering Department under the supervision of the City Engineer and also work closely with the City’s Information Services Department. The GIS Administrator will maintain frequent contact with department directors and co-workers within the City organization. Occasionally communicates with other governmental agencies, utility companies, and the general public.
