Council Minutes 02.28.18.

1. Approval of Minutes
2. Reports
Treasurer: Council fund = $6660. Co-curricular fund = $4280.
Secretary: Freshman alternate can vote.
SAC: Sending out budget forms for next year. Are not going to reimburse clubs who did not notify SAC ahead of time that they would need to be reimbursed.
SL: Plan to bring money allocation next week to get couches. Helping YPA with postcards and walk-out.
CPP: Passed AUP (for students) and discussed what HHS wants to see in a graduate/ starting a committee to put together wording/ look at mission statement.
3. Winter Carnival Ice Cream Money Allocation
“I move to allocated up to $300 from the Council Fund for the senior ice cream party.”
Money does not come out of budget because is Council activity.
Motion Passes
“I move to allocate up to $250 from the Co-curricular fund to the Young Progressive Activists club fund.”
Activities over the next few weeks from the YPA club to stimulate conversation around current hot topics. Planning to buy 2,000 postcards to representatives and hold poster making at school to hold during walk-out on Friday.
Postcards are important because they will be more effective than walk-outs to stimulate change.
Confident that school will write many postcards after seeing excitement from students.
Good that activity is framed in way that students can have freedom to write what they want to representatives. Raises questions about Council getting political.
Have a table set up all day next week for postcards.
Poster by table with representative names to help students would be helpful. Good educational lesson for students to know who representatives are.
Motion Passes
I move to add “Intent statements may only be amended after the motion has been referred to committee and cannot be amended during the debate of the main motion in a full Council meeting.”
Hasn’t been any amendments recently in Council that have drastically changed the intent. If an amendment is counter to intent, motion should either be referred or created as a new motion. Allows for amendment to stay very broad. Intent statement is broad while authorship speech goes into specific meeting. Don’t see need for time in Council amending wording for intent statement.

Intent wording will not be in handbook. Will be helpful for staff meetings and reference for Mr. Campbell. Also will be helpful for historical reasons.
Idea for future: when motion is passed, having relevant motions and dates instead of authorship motion would be good practice for Executive Committee.

Abstentions: Not sure if intent statement is necessary for things such as money allocations.
Ran into problem when unclear whether students can be punished for actions off-campus that can be punished for on-campus. Also does not make sense to schedule up student first instead of first revoking Open Campus privileges. Outdated wording that needs to be updated.
Unclear what “actively condones” means. For example, if a student unintentionally conceives knowledge of an illegal activity about to occur, is that considered “actively” condoning?
J-Comm would rule that that activity is not “actively” condoning.
Trust J-Comm’s judgement.
Should not have wording that allows for opinion and bias from J-Comm. Don’t support wording with “actively condones” which is extremely vague.
Afraid that certain students will be targeted. Difficult to manage “actively” condoning on social media.
Unclear how this would work for freshmen, who do not have Open-Campus privileges to begin with. Simply revoking Open-Campus privileges for students who do not have any does not make sense. Makes more sense for students to be scheduled-up.
Cannot understand why expectations off and on-campus are different.
Burden put more on staff to make sure that students who have revoked Open-Campus privileges are not leaving the school in comparison to having schedule-up. However, J-Comm is arguing that activities done off campus should not call for punishment during school time and instead should revoke off campus privileges.
I move to add “with potential for more disciplinary action” after the word “longer” under Consequences of Violation and strike “Any student violating the Student Expectations will have Open Campus privileges revoked for a period of time at the discretion of the administration. Additional disciplinary action may be given at the discretion of the administration.”
