General Description/Title I Overview:

All schools in North Carolina are held accountable for each and every child with the goal that all students will graduate high school being better prepared for college and possessing skills necessary for careers in a global economy. To this end, the purpose of the Elementary and Secondary Education Act (ESEA) is to ensure that all students have a fair and equitable opportunity to meet the State's high achievement standards.

Title I, Part A provides federal dollars for supplemental educational opportunities for disadvantaged children who are the most at risk of failing to meet the State's challenging content and performance standards. Local education agencies (LEAs) decide on an annual basis which schools will receive Title I school allotments. The LEA should include input from all stakeholders when deciding which schools to serve (e.g., school administration, staff, parents, etc.). A school is considered a Title I school from July 1st of each fiscal year regardless of when the application for funds is approved by the State. The percentage of students at teach receiving Free or Reduced Lunch is one indicator used to determine Title I eligibility.

In Graham County Schools, Robbinsville Elementary School (Pre-K through 6th Grade) is defined as a Title I school. Title I dollars are used to support Pre-K slots and staff to serve students who qualify in order to assist with Kindergarten readiness and overall school success. Title I dollars also pays for a number of teacher assistant positions at Robbinsville Elementary School, as well as teacher positions in order to keep class size down and provide more one-on-one support to students in the crucial K-3 foundational years. Robbinsville Elementary has a School-Wide Title I Program, meaning that any student, teacher, classroom, etc. in Robbinsville Elementary School can be provided with needed instructional materials, professional development, and researched based interventions to increase learning as deemed necessary throughout the school year to maximize student achievement and proficiency. A portion of Title I funds are set aside to serve students who are identified as homeless under the McKinney-Vento Act. These funds are available to any student in the district who meets the homeless criteria and has a demonstrated need.
