Title I is a federal grant that supports academic success. The purpose for the program is to “ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments” (U.S. Dept. of Education).
Title I is a federally funded program. Funding is determined by the number of students who qualify for free and reduced lunch. Schoolwide programs focus on schools’ overall educational programs to raise academic achievement for all students. Supplemental Title 1 services are provided for students who need additional literacy instruction, supplemental to the regular classroom instruction.
Title 1 at Lincoln School
Lincoln Elementary School is a participant in the schoolwide federally-funded Title I Literacy Program. This means that our literacy program is partially funded by federal money.
The Title 1 teacher works with students who need extra assistance in reading throughout the school day. Students in need of extra literacy assistance are identified through schoolwide assessments and teacher observations. The Title 1 teacher may work in the classroom with the classroom teacher or with small groups in another room. The Title 1 teacher is also a literacy resource to parents and teachers throughout the building. Mrs. Henneise is the Literacy Coordinator / Title 1 teacher at Lincoln School.

Supplemental Literacy Instruction
Students in need of extra literacy support are taught using research-based methods including reciprocal teaching, close reading, Question and Answer Relationships (QAR), word attack/decoding instruction, and strategic instruction. During supplemental literacy assistance, we work on four main areas: comprehension, accuracy, fluency, and expanding vocabulary. This spells out CAFE - we choose our reading strategies from our mental menu of strategies.
Comprehension is the main goal of reading! Comprehension = I understand what I read.
Accuracy = I can read the words.
Fluency involves both accuracy and comprehension.
Fluency = I can read the words, AND I understand what I read.
Expand Vocabulary = I know, find, and use interesting words.
