EOA CODE OF CONDUCT STATEMENT
The Economic Opportunity Agency of Washington County will observe the following standards governing the conduct of board members, employees and their immediate families.
Definition of immediate family member will be defined as follows: Husband, Wife, Father, Father-in-law, Mother, Mother-in-law, Brother, Brother-in-law, Sister, Sister-in-law, Son, Son-in-law, Daughter, Daughter-in-law, Nephew and Niece.
1. Board members, employees and members of their immediate families will not solicit or accept gifts, gratuities, favors, or anything of monetary value from:
(a) Any contractor, potential contractor or subcontractors of EOA/WC
(b) Any person applying for or receiving benefits or services through or from EOA/WC.
(c) Any person in a position to benefit otherwise from the activities of EOA/WC.
2. No Board member, employee or member of his or her immediate family shall have a financial interest in any contract of EOA/WC that is supported by OCS funds. This will not be construed to deny services provided by EOA/WC to any person otherwise eligible to receive such services.
3. No Board member or employee of EOA/WC will participate in any matter involvingOCS funds or other funds administered by OCS which affects, to their knowledge, the financial interest of:
(a) Any Board member or employee, or their immediate family, except as related to proper reimbursement of board members and approved wage and salary plans.
(b) His/her business partner(s) or a business entity with which he/she is associated.
(c) Any person or organization with whom they are negotiating or have any arrangement concerning prospective employment.
4. No person may serve on the EOA/WC board who is:
(a) A Board member or employee of a delegate agency, except for an agency which is responsible for comprehensive community programming and planning for low-income areas served by EOA/WC.
(b) An employee of the Economic Opportunity Agency of Washington County, Arkansas Department of Human Services, United States Department of Health and Human Services, United States Department of Energy, or the Department of Housing and Urban Development (c) No person will be employed while they or a member of their immediate family serves on a board or committee of EOA/WC if that board or Committee has authority to order personnel actions affecting their employment.

Children’s Services
STANDARDS OF CONDUCT
Board Members, Staff, Consultants, and Volunteers
The Economic Opportunity Agency of Washington County Children’s Services Program will observe the following standards governing the conduct of all board members, staff, consultants, and volunteers:
All Board Members, Staff, Consultants, & Volunteers will:
(a) Respect & promote the unique identity of each child and family and refrain from stereotyping on the basis of gender, race, ethnicity, culture, religion, or disability;
(b) Follow program confidentiality policies concerning information about children, families, and other staff members;
(c) Never leave a child alone or unsupervised while under their care; and
(d) Use positive methods of child guidance and will not engage in corporal punishment, emotional or physical abuse, or humiliation.
All Board Members, Staff, Consultants, & Volunteers will not:
(a) Employ methods of discipline that involve isolation, the use of food as punishment or reward, or the denial of basic needs.
All employees engaged in the award and administration of contracts or other financial Awards acknowledge by the signing of this statement that they will not solicit or accept personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
Allegations of violations of the Standards of Conduct for Board Members, Staff, Consultants, & Volunteers will be referred to the Board of Directors, Program Director, Executive Director, and, in the case of staff, the Personnel Committee of the Policy Council if Recommendation of Termination of Employment is made in accordance with EOA Employee Handbook.
Allegations of violations of the Standards of Conduct which are reportable under Arkansas State Law for Mandatory Reporting of Child Abuse and/or Neglect will be reported to Arkansas State Police and/or State of Arkansas Department of Human Services Child Care Licensing.
