Study Overview

MTO is responsible for providing a safe and efficient transportation system within the Province. As part of a Province-wide strategy to increase commercial driver and vehicle safety, MTO is looking to replace the existing Lancaster Truck Inspection Station – located on Highway 401 east of the County Rd 34 Lancaster interchange in the Township of South Glengarry with a commercial vehicle inspection facility.

A major component to the study is to identify a potential new location for the facility. The search area for the new site extends along westbound Highway 401 between Dickinson Road (County Rd 14) and the Quebec-Ontario provincial border, approximately 60 kilometres.

The study is being conducted in accordance with the Class Environmental Assessment for Provincial Transportation Facilities (2000) for a Group B project.

The study area was assessed against screening criteria using several methods. The focus was to eliminate locations where a CVIF is not suitable. Screening criteria were based on socioeconomic, cultural, natural environment, transportation engineering, general operations, and cost considerations. From this assessment alternative locations were identified, and on-site field reviews were completed to confirm existing conditions and determine if the area is carried forward for further review.

The alternatives carried forward for review were evaluated based on their performance on the screening criteria. The evaluation process and public and agency input informed the project team in order to determine the recommended location for the new CVIF, recognizing the trade-offs between different alternative locations.

Four public consultation events were held throughout the study to receive input from the public at key decision points.

A Transportation Environmental Study Report has been prepared and is available for a 30-day public review period from January 29, 2020 to March 2, 2020. The report documents the existing conditions, alternative sites and evaluation of the alternatives, the preferred site location and design and proposed mitigating measures.
