I think the best advice is to follow and read the authors you most admire in addition to daily writing. Authors often have blog posts, or even books, on writing and the writing process. If you notice that certain publishers publish the stuff you like the best, they often have guidelines for publication on their web sites.

Student authors might want to start a blog and work on publishing to it as they begin to work out ideas and make connections with other writers, but once the work is out there, it's out there.
