In lieu of the February meeting, we hope that you can attend the Joint Mini-Conference on February 21 at Arch Ford.
The 2019-20 FGM System is open for LEAs to complete the FINAL budget version between now and May 1, 2020.
LEAs will need to click on “Go to 2020” then select the yellow plus to start the FINAL budget version. Remember, if the district transferred funds, a revised transfer form will need to be submitted using the actual carryover and FINAL allocation. If this is necessary, click on “transfer”. If the district is transferring funds, the district business manager needs to show transfer in eFinance in order to be finalized and reimbursed. Also note; the preliminary budget version CANNOT be amended.
The Title IV budget worksheet will need to include the Section codes from the application (see screenshot below). The Public School Accountability unit must submit to the USDE data for Title IV, and the data breakout is requested on actual expenditures for each LEA. These codes are the same as the Title IV application. The federal coordinator will need to make sure that the “Service” Section codes are listed on the budget worksheet.

The district will need to upload into Indistar the FINAL budget worksheets that agree with the numbers entered into FGM.

Just a few reminders -
When the budget worksheet is generated from the business manager, make sure that the “Fiscal Year Expense Amount” is included. This is also known as the “Year to Date” expenditures column.
If the district transferred funds during the preliminary time frame, a NEW transfer must be completed using the FINAL allocation and carryover amounts listed in FGM. Click on “transfer” button, then click the yellow plus to start a new form.

Final Federal Allocations
This document constitutes official notice of the Final 2019-20 allocations available for use in the 2019-20 school year under provisions of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act (ESSA). Final allocation amounts are available on ADE’s Federal Funding Website: http://dese.ade.arkansas.gov/divisions/fiscal-and-administrative-services/lea-federal-funding/allocations
Revised allocations include:
- District level changes resulting from revisions to the overall state grant at the federal level.
- Current year student data for newly opening or significantly expanding open-enrollment charter schools.
- One time prior year funds that were reallocated.

Please be aware the one-time reallocated funds have different expiration dates as noted for each category on the grant award notification document.
Special Note: The Title I, Part A Neglected Institution notice lists school districts whose Title I, Part A allocation includes funding for a local institution for neglected children. These funds are to be used to provide Title I services to children residing in these institutions. Please keep a record of services provided and funds expended. This list indicates which institution is located in the school district and the amount of money the eligible students in the institution generated. The funds generated by the neglected eligible students have already been included in the total Title I, Part A allocation for the district. The indicated amounts should be set-aside from the total Title I, Part A allocation for services to children within the indicated institution. These amounts will need to be budgeted on line item 1594 Title I, Part A Neglected Institution at the district level.
