Attached as a PDF document is an in-depth report on an issue that was presented to the City Council by Jerry Gavaldon during the public commentary at its October 7, 2025, meeting. At issue is the intent of the Fort Collins Recreation Department to open access to EPIC via the existing Stuart Street emergency access point. The City’s work order for a preliminary study of this project is also attached as a PDF document. The work order states that it will be an “exit only” access, but once it’s opened it will also be used as an entrance and as a shortcut between Stuart Street and Prospect Avenue. There’s simply no practical way to prevent it.
Our neighborhoods have been uniformly opposed to this project, noting that the City promised that EPIC traffic would be routed to Riverside Avenue during the EPIC planning process. It is our wish that this plan be abandoned and that the City commit to abide by the original agreement not to open this access point.
Reports on the reception of Jerry's presentation have not been encouraging. Susan Gutowsky, our City Councilperson, is of the opinion that only a massive response from the surrounding neighborhoods will have any impact on the development proposal that is now in process. This message is a request for you to broadcast this information to your HOA members or school associates so that they can contact the City independently and express their opinions. Please urge them to do so.

Attend the City Council meeting to voice your opposition in person by signing up for public comment. Council meetings are the 1st and 3rd Tuesday of every month.
It would be incredibly helpful if at least two different community members could share their thoughts on the Stuart St gate at each meeting. We are coordinating groups to speak through this sign up genius.
