The Security Council Committee established pursuant to resolution 1718 (2006) was established on 14 October 2006 to oversee the relevant sanctions measures and to undertake the tasks set out in paragraph 12 of that same resolution. Additional functions were entrusted by the Council to the Committee in resolution 1874 (2009).
By its resolutions 1718 (2006) and 1874 (2009), the Council imposed certain measures relating to the Democratic People’s Republic of Korea (DPRK). These measures include:
an arms embargo (which also encompasses a ban on related financial transactions, technical training or services), with the exception of the provision by States to the DPRK of small arms and light weapons and their related materiel, on which States are required to notify the Committee in advance;
a nuclear, ballistic missiles and other weapons of mass destruction programs-related embargo; (lists of the items prohibited can be found here)
a ban on the export of luxury goods to the DPRK; and
individual targeted sanctions – namely, a travel ban and/or an assets freeze on designated persons and entities. (a list of the designated entities, goods and individuals can be found here)
In resolution 1874 (2009), the Council provided for the creation of a Panel of Experts, for an initial period of one year, to carry out certain tasks under the direction of the Committee. The Security Council extended the mandate of the Panel of Experts by paragraph 1 of resolution 1928 (2010) until 12 June 2011, by paragraph 1 of resolution 1985 (2011) until 12 June 2012, and by paragraph 1 of resolution 2050 (2012) until 12 July 2013. The Council also expressed its intent to review the mandate and to take appropriate action regarding further extension no later than 12 June 2013. Under this mandate, the Panel is to provide to the Committee a planned programme of work within thirty days of its re-appointment. The Panel is requested to provide on 12 November 2012 a midterm report on its work and, after a discussion with the Committee, submit this report to the Council on 12 December 2012. The Panel is also to provide a final report to the Committee no later than thirty days prior to the termination of its mandate with its findings and recommendations and, after a discussion with the Committee, submit to the Council its final report upon termination of the Panel’s mandate.
In the same resolution, the Council affirmed that it shall keep the DPRK’s actions under continuous review and that it shall be prepared to review the appropriateness of the measures contained in paragraph 8 of resolution 1718 (2006) and relevant paragraphs of resolution 1874 (2009), including the strengthening, modification, suspension or lifting of the measures, as might be needed at that time in light of the DPRK’s compliance with relevant provisions of resolution 1718 (2006) and resolution 1874 (2009).
Both resolutions 1718 (2006) and 1874 (2009) call upon all Member States to submit reports on their implementation of the relevant provisions of the resolutions.
On 20 June 2007, the Committee adopted guidelines for the conducts of its work. On 10 August 2010, the Committee approved and issued an Implementation Assistance Notice to assist Member States in carrying out their obligations pursuant to provisions of Security Council resolutions 1718 (2006) and 1874 (2009). The guidelines on the preparation and submission of national implementation reports (Implementation Assistance Notice No. 2) and the guidelines for the implementation of measures regarding "Luxury Goods" (Implementation Assistance Notice No. 3) were approved on 21 January and 5 December 2011, respectively. The current Chair of the Committee, for the period ending 31 December 2013, is Her Excellency Mrs. Sylvie Lucas (Luxembourg). The two Vice-Chairs for 2013 are Azerbaijan and Togo.
