Dear Watts & Harbor Family,

Hope you and your families are well. Thanksgiving is tomorrow and we hope that you celebrate safely with your loved ones. With coronavirus numbers on the rise across the county, your family may be preparing for a different Thanksgiving this year- no trips or overflowing dinners with extended family and friends. Keep yourself and your loved ones safe by celebrating Thanksgiving at home with those you live with. Gatherings with family and friends who do not live with you can increase the chances of getting or spreading COVID-19 or the flu. On behalf of the city, we thank you for making these sacrifices. Below are the latest updates (this week, 11/24/20) from Mayor Garcetti:

  • State Issued Curfew: The state of California has implemented a curfew effective November 21 until December 21 that restricts activities from 10pm to 5am. This means that we should all stay inside our homes between 10pm and 5am with the exception of essential activities like buying groceries, visiting doctors, or other healthcare providers of essential services like pharmacies.

  • COVID-19 Update: The County Health Experts are warning that we are facing the most dangerous moments in the pandemic. If numbers continue at the same current rate, L.A. County health officials have projected that hospitals will reach their maximum capacity by the end of December. In response, to the recent surge in cases there are changes coming to the city and county effective this Wednesday, November 25.

      • Outdoor Dining Update: Starting Wednesday, November 25 at 10pm, in-person dining will not be allowed, at minimum, for the next 3 weeks. This means, restaurants, breweries, wineries, and bars will only be able to offer take-out, drive-thru, and delivery services.

      • Non-essential businesses permitted to operate indoors - including retail stores, offices, personal care services - will be limited to 25% of the maximum occupancy allowed and masks must be worn at all times.

      • Personal Care Establishments: Services at personal care establishments may only be provided by appointment to customers wearing face coverings by staff wearing face coverings. Services that require either the customer or the staff to remove their face covering, such as facials and shaves, are not permitted.

      • Food and drinks cannot be served at these establishments to customers.

  • Travel Advisory: Starting this Wednesday, November 25, anyone over the age of 16 arriving at LAX, Union Station, and Van Nuys Airport online are required to fill out a form to spread awareness of COVID-19 and to acknowledge the state’s policy recommendation, 14-day quarantine upon arrival. Travelers can complete the form in under a minute, and the form is now available at travel.lacity.org or by scanning the QR code that is posted on signage throughout LAX and Van Nuys Airport. Failure to do so may result in a fine of up to $500.

  • COVID-19 Testing- We have the capacity to test more than 38,000 people every day.

        • Our testing sites will be closed this Thursday, Thanksgiving Day, and Friday, but all will reopen Saturday. Our testing sites are staffed by over 500 tireless volunteers from LA who have stepped up to help our critical testing mission. We’d like to give our volunteers a break, but as the need for testing rises, we can only do that if we can bring in others to take their place. Volunteering is a meaningful way to contribute during this moment. If you are able to give some of your time to serve at one of our test sites, please visit coreresponse.org.

        • If you test positive, you must self-isolate yourself for a minimum of ten days after experiencing your first symptom.

        • Testing appointments are available for anyone with or without symptoms. Find one of the more than 100 testing locations near you. To schedule your appointment visit coronavirus.lacity.org/testing or call 311.

        • Mobile Testing Unit Coming to Watts: This Saturday, November 28 from 9am-3pm we will be at the Food4Less Parking Lot (1651 E 103rd St).

  • Flu Season: The City of Los Angeles and the University of Southern California (USC) School of Pharmacy have partnered to provide free flu shots for Angelenos at sites across the city. Help prevent a twin-demic and get your flu shot now. Find your local clinic at coronavirus.lacity.org/flushot.

Safer At Home Updates

    • Outdoor Gatherings: Private outdoor gatherings must remain small and all attendees must wear a mask.

    • Non-Essential Businesses: Per Governor Gavin Newsom, all non-essential retail establishments must close from 10 p.m. to 6 a.m.

    • Outdoor Activities: The number of attendees at outdoor businesses will be limited to 50% maximum outdoor capacity.

    • Non-essential businesses permitted to operate indoors will be limited to 25% of the maximum occupancy allowed.

    • Personal Care Establishments: Services that require either the customer or the staff to remove their face covering, such as facials and shaves, are not permitted.

COVID-19 Testing

Permanent Sites Locally

Watts: The Watts Health Center is offering COVID-19 drive up testing Monday-Friday 8:30am-4:30pm by appointment only. Schedule your appointment at 323-564-4331 or visit, https://www.wattshealth.org/covid-19-testing/.

Harbor: Providence is offering FREE COVID-19 Testing Monday-Fridays from 7am-7pm. This is by appointment only. There is a walk in availability but it is limited. We encourage folks to register at: https://lhi.care/covidtesting or call 1-888-634-1123.


California Travel Advisory

If you are traveling out-of-state or into California from another state, you must quarantine for fourteen days. COVID-19 tests are recommended in addition to the 14-day quarantine. The governor advises Californians to travel for essential reasons only in order to reduce the transmission rates of COVID-19.

Thanksgiving Guide

The CDC has issued updated guidance, urging all Americans to celebrate virtually or with members of your own household. As a reminder, the LA County Public Health Orders permits only small private gatherings of people from no more than three households, held outdoors, for two hours or less. CDC tips for hosting gatherings.

Indoor gatherings have proven to be riskier than outdoor due to the air quality and circulation - if you must gather, make sure to keep masks on and limit the time in which you are gathering.



Early Pay L.A.

The Mayor announced a new economic relief program that will provide motorists with an early payment discount on certain citations paid within 48 hours. Starting November 2nd, the new program will award $20 discounts for early payment on citations for residential street sweeping, overnight and oversize parking districts, and vehicles displaying recently expired permits within preferential parking districts. Street Vending Update

StreetsLA has begun outreach to issue vending permit fee refunds to all folks who have already paid their permit fees. The City is refunding vendors their $291 permit fees.

Permit Refund- vendors who paid for a sidewalk vending permit will receive a refund. The Investigation and Enforcement Team is conducting outreach by phone and leaving voicemails about the refund but many vendors are not picking up the call. Please have them call 213-847-6000 to schedule an appointment to come in. Vendors will have until December 31, 2020 to pick up their refund.

Fee Deferral- All vending permit (expiring 12/31/2020) fees will be deferred until the end of this year. Anyone who wishes to vend next year will have to come into our office in January to renew their permits.

Tips for Celebrating Thanksgiving Safely in Los Angeles

Celebrating virtually or with the people you live with is the safest choice this Thanksgiving.

If you choose to attend a gathering, make your celebration safer.

  • Bring your own food, drinks, plates, cups, and utensils.

  • Wear a mask and safely store your mask while eating and drinking.

  • Avoid going in and out of the areas where food is being prepared or handled, such as in the kitchen.

  • Use single-use options, like salad dressing and condiment packets, and disposable items like food containers, plates, and utensils.

  • Have a small outdoor meal with family and friends who live in your community.

  • Limit the number of guests.

COVID-19 Safety Compliance Certification Program

The Department of Public Health encourages L.A. County businesses to take advantage of the COVID-19 Safety Compliance Certification Program. The COVID-19 Safety Compliance Certification Program offers business owners and employees the opportunity to participate in a free training program about COVID-19 infection control protocols and allows businesses to self-certify that they are fully implementing the protocols in compliance with infection control and physical distancing requirements. To date, 3,176 employers and 2,888 employees have completed the training.


2020 Gun Buyback Program

The event is held at designated locations that are considered neutral ground where the public can safely surrender their weapons to law enforcement. In exchange for surrendering a firearm, an individual receives a gift card. Participants drive through the collection line, firearms are inspected and classified by LAPD and assigned a dollar value (depending on weapon type and condition). Participants then have the option of completing an anonymous survey and receive a gift card in the amount assigned by LAPD. For more information, visit https://www.lagryd.org/gun-buy-back.
