Property Owner Notification Process

Utility owners are required to maintain the quality of the services they provide. When services are damaged or require replacement due to age, utility owners will assign construction work to J&S Underground Networks Inc. Prior to any construction, J&S will notify all property owners in the vicinity of the work zone via door hanger left at least 48 hours prior to the start of construction. Due to the nature of our work, weather, and other unexpected circumstances - it is difficult to give property owners an exact start date on when construction will begin. Typically construction will be completed within the next 5-30 days after receiving the notification.

As per state law, utility locators will arrive first to mark existing underground lines before construction can begin. Existing underground lines will be marked with paint and yard flags with the owner of the utility named on them. Multiple utility locators will arrive to perform the work. Utility locators do NOT work for J&S Underground Networks Inc. Property owners should not remove flags or cover up paint as this could result in unexpected damages and outages during construction. J&S will remove all flags after construction.

One or more construction crews will arrive to perform the work. Typically only one crew will be present but more than one crew may be required depending on the specific requirements of the work order from the utility owner. The team members will only come to your door if they need access to any enclosed part of your property that leads to the right-of-way easement where they will be working. Every construction crew has a supervisor who can answer questions or provide assistance if needed. Each job can take anywhere from 1 day to 5 or more days and jobs can occur in a segmented fashion - with one crew performing some duties, leaving, and then another crew following up on a different day to complete the construction and activation of new services.

After all construction is complete, a clean up crew will arrive and perform restoration of grass, concrete, asphalt, and landscaping. The arrival of the clean up crew may occur anywhere from one day to 7 days (or more depending on weather and other circumstances) post construction. They also will only come to your door if they need access to any enclosed part of your property that leads to the right-of-way easement where they will be working.
