Use of Security Systems Regulation
The following regulations govern the use of security cameras:
Security cameras may be used on school buses transporting students to and from school, extracurricular activities, for trips, and at the discretion of the Superintendent or designee.
Security cameras will be used in locations in school buildings and on school property as deemed appropriate by the Superintendent or designee, consistent with law.
Security cameras may have video and audio recording capabilities.
The District may at times monitor cameras. Data from the cameras will be reviewed periodically and when necessary consistent with the interests of the District.
Staff and students are prohibited from tampering or otherwise interfering with security camera equipment.
All security recordings shall be the sole property of the District and the Superintendent or designee will be the custodian of the recordings.
Security recordings will be maintained as long as the District deems it necessary to do so and in compliance with the latest records retention and disposition schedule. Generally, security recordings will be stored for seven days after initial recording, whereupon such recordings may be overwritten. Unless the District is made aware within seven days of the date of the recording that there was a reason to preserve a particular segment, the recording may not be available. A request to preserve a particular segment of a tape must be made in writing, indicating the date, time, the bus number or other location on school property where the recording was made, the nature of the event(s) believed to have been recorded, and the reason the requester believes the segment should be preserved. The Superintendent or designee shall make a determination to grant or deny the viewing of a video clip within five school days of a request.
Security recordings, or clips of such recordings, held for review of student incidents or for other purposes deemed appropriate by the District will be maintained in their original form pending resolution of the incident. Recordings will then either be released for erasure or kept, as necessary, as part of the student’s educational record or other District record.
All security recordings will be stored and secured to avoid tampering and ensure confidentiality.
The District will comply with the provisions of federal law regarding student records requirements as applicable in the District’s use of video recordings. Security recordings considered for retention as part of a student’s education record will be maintained in accordance with established student records procedures governing access, review, and release of student and other District records.
No recording, or video clip, involving student incidents will be provided to any person without a so ordered subpoena or court order.
Review of recordings will be conducted by the District Administrators, Principal, or respective designee.
Appropriate signage will be posted on school grounds, at major entrances into school buildings, and on transportation vehicles notifying students, staff, and visitors of the District’s use of security cameras. There will also be notification to students and staff in the Code of Conduct which is accessible on the District website.
