As of late last week, I received correspondence from the attorneys representing the defaulting contractor’s bond that our backup documentation and tender was agreed upon. The surety’s council will be reaching out to our attorney to formalize an agreement which will allow the City to complete the “west half” of Blackhawk Blvd. currently under construction. The “east half” (which was originally part of this project) will be repackaged and included in the forthcoming Blackhawk Blvd. Phase II-C portion that will go out for bid here in Q3/2025 (our intent is to provide a little bit of reprieve before beginning another portion).
The contractor who will be seeking this to completion was the same one who poured the missing concrete panels and driveways back in March-April.
Barring no unforeseen circumstances between the surety and the city, we hope to have the contractor released to commence work in July and completed by September 2025 (8-week duration).
24” Clear Creek Crossing:

Contractor has made an audible wanting to commence from the Galveston County side (near intersection of S. Friendswood Dr. / E. Spreading Oaks), perform the bore under the creek and move into Wedgewood Village.
This will ultimately defer the impact of disturbing Wedgewood Village streets for a couple months.
Since contractor intends to mobilize next week, I will have more detailed information and approximate timelines once we have work underway. I will follow back up mid to late July in hopes to give you a 30+ day notice of when we are expected to make that cross into Wedgewood Village.

This project is the first of three phases for a water quality/distribution master plan for the City. This first phase will start near approximately Blackhawk Blvd. and Edenvale, continuing down Edenvale to Pennystone, and from Pennystone to Shady Oaks. At that point it will enter City property where it will go underneath Clear Creek and resurface in the Heritage Estates neighborhood on the Galveston Co. side. The contractor plans on mobilizing next week and prepping for trenching along Edenvale. The below addresses will be impacted from construction activities inclusive, but not limited to, disturbance of driveways, sidewalks and streets while this waterline is being installed. Lastly, the attachment I have included represents the current scope of the project for Wedgewood Village. The first (2) sheets are likely the most important, and the later sheets detail the specific impacts to each of the addresses listed below (sidewalk removal, new driveway approach, new paving etc.).
