The school district’s voter-approved 10-year Physical Plant and Equipment Levy (PPEL) is our primary source of funds for ALL facility repairs, renovations and equipment! Renewal of PPEL allows this funding source to continue and district needs in these areas to be met.

Our Board Approved $.033 cents PPEL has been in place since the 1980's when laws were put into place to permit the use of this tax levy; it required majority approval by the Board of Education.

In order to hold a special election, the West Marshall Board of Education adopted a Resolution on July 15, 2026, to place our ten-year Physical Plant and Equipment Levy (PPEL) on the ballot to be renewed by voters.
This levy requires a simple majority of 50% + one vote.

The West Marshall Community School District has relied on a regular Board-approved $.33 levy for common purchases, including buses, to sustain our General Funds. This has been in place since PPEL originated in the late 1980’s. The voter-approved PPEL for $1.00 per/$1,000 assessed property value was passed and has been in place since 2017. While many districts approve the $1.34 maximum allowed amount, West Marshall is only seeking to renew the $1.00 in order to AVOID an increase to our current tax rate.
PPEL funds are used to fund and provide important infrastructure needs, equipment, and technology such as the following:
Repair roofs, parking surfaces, heating and cooling updates, playground infrastructure, sports and fine arts complex updates, maintenance equipment (such as mowers and custodial floor machines).
Additional purchases for classroom furniture, fixtures, and CTE equipment have been utilized for every day student learning needs.
Allows the district to purchase transportation vehicles (buses and vans) rather than using general funds which are needed for instructional materials, salaries and insurance obligations.
Annual purchasing of technology devices and required operating system updates which support instructional equipment and safety hardware, such as door control access/intruder detection systems confirmed for low volt operation with network switches.
The above information represents past practices and planned/continued updates toward known items on our 10-year replacement cycle, along with infrastructure updates as approved by the Board of Education.

The district will need to move into "maintenance backlog". Deferred maintenance delays repairs, equipment servicing, and can potentially eliminate areas of student learning or programming when funds are unavailable for infrastructure upkeep.
In addition, it will require managing district infrastructure with a reactive approach and creating a potential "pay-double" situations where we have to proceed with repeated and temporary, less costly fixes and ongoing labor costs annually without the funds to fix it right the first time.
Items directly related to this are:
Building maintenance such as masonry repairs, concrete and asphalt repairs/replacements, and energy conservation improvements
Technology such as computer purchases and replacements
Equipment purchase or replacement such as musical instruments
Purchasing and maintaining school transportation vehicles
Maintaining and improving school grounds and landscaping
Lighting retrofit
Asbestos removal
Heat pumps
Well-maintained school buildings (internal classroom environment), our district grounds (exterior), transportation fleet and instructional technology devices are an essential part of our school operations and the ongoing success of current and future West Marshall students.
