The Walnut Creek School District community engaged over 60+ stakeholders in collaborative groups to develop our comprehensive reopening plan. The district’s plan is built on three Guiding Principles:

Robust and Equitable Student Learning
The Governor’s and California Department of Public Health’s “Blueprint for A Safer Economy” set benchmarks to guide the safe reopening of schools. On January 14, 2021, the California Department of Public Health released new guidance setting new mandates for a safe reopening of schools which can be found on the State of California Safe Schools for All Hub. Return to Learn 4.0 has been updated to align with these new guidance documents.
The District will continue its weekly participation in a meeting with Contra Costa Health Services. The public health experts advise on the County’s status in the Blueprint and add their guidance to school Districts. State guidance has continued to evolve and the District continues to track the effect on school reopenings.
Local Control Accountability Plan (LCAP)
The LCAP, and for the 2020-21 school year the LCP, are tools to ensure that the district funds are deployed in a way that supports student learning as a first priority.
CARES Act Funding
The CARES Act funds are apportioned by the California Department of Education (CDE). Our Business Office will be providing precise accounting directions and support to reopening expenditures. WCSD will receive approximately $1,688,000 in CARES Act funding that is also referred to as Learning Loss Mitigation (LLM) funding. This funding source is flexible as long as the expense is related to handling the impact of COVID-19. These funds must be spent by December 31, 2021.
Federal Emergency Management Act
FEMA will also be funding claims during COVID-19, and this Federal agency reimburses organizations at 75 percent of the cost for expenses directly due to this pandemic. The following is a chart that shows the steps a District must go through to receive FEMA funding:
The FEMA application process is being administered by the Governor’s Office of Emergency Services, and they have a detailed process for submitting funding applications.
