Visayas State University is honored to announce that it has been awarded a 5-star rating, attaining a perfect score of 100%, following the recent Department of Energy (DOE) spotcheck assessment last April 8, 2026.
Previously reported of DOE Spotcheck conducted in the university scores 86.32% equivalent to 4-Star Rating. This commendable rating underscores VSU’s steadfast commitment to exemplary energy management, regulatory compliance, and sustainable operational practices in accordance with National Energy Standards.

On December 3, 2025, the VSU EEC Office actively participated in the 2nd GEMP Visayas Leg Summit, a virtual conference centered on the theme “Powering Local Action: Strengthening LEECP for a Sustainable Future of Local Government Units.” This summit underscored the vital role of institutions and local government units in advancing national energy efficiency. By engaging in these high-level discussions, the EEC Office strengthened its technical knowledge and strategic alignment with the Department of Energy (DOE), ensuring that VSU’s own Energy Efficiency and Conservation Plan (EECP) remains compliant.
The Visayas State University (VSU), through the Office of the President, has officially reconstituted its Energy Efficiency and Conservation Committee (VSU-EECO) under Memorandum No. 568, series of 2026. The reconstitution takes effect immediately and will remain in force until December 31, 2026.
In a related issuance, Memorandum No. 576, series of 2026, designates Engr. Philip Caesar L. Ebit as the VSU-EECO Officer and Chairperson. In his capacity as Chairperson, Engr. Ebit is entrusted to lead the committee and exercise its functions in advancing the university’s energy efficiency and conservation initiatives.
The reconstitution of the committee reinforces the university’s commitment to sustainable energy management and the continuous implementation of programs aimed at reducing energy consumption and promoting responsible resource utilization across campus.
