VSU Achieves 5-Star Rating in Department of Energy (DOE) Spotcheck 

Visayas State University is honored to announce that it has been awarded a 5-star rating, attaining a perfect score of 100%, following the recent Department of Energy (DOE) spotcheck assessment last April 8, 2026.

Previously reported of DOE Spotcheck conducted in the university scores 86.32% equivalent to 4-Star Rating. This commendable rating underscores VSU’s steadfast commitment to exemplary energy management, regulatory compliance, and sustainable operational practices in accordance with National Energy Standards.

VSU remains resolute in its pursuit of continuous improvement and sustainable development in energy utilization.

Complete Compliance Achieved in the 3rd Energy Audit 

Visayas State University (VSU) has successfully achieved complete compliance during the 3rd Energy Audit. Last May 6, 2026, the Department of Energy – Energy Utilization Management Bureau (DOE-EUMB), in partnership with WWC Yellow Bumblebee Corporation, carried out a comprehensive energy audit of the University. The audit assessed VSU's implementation of energy efficiency and conservation (EEC) measures, including the verification of energy management practices, operational procedures, documentation, and compliance with national energy efficiency standards.

VSU-EECC Holds Comprehensive Orientation and General Meeting for Department-based Energy Efficiency and Conservation Focal Persons

On June 2, 2026, the Visayas State University – Energy Efficiency and Conservation Office (VSU-EECO) successfully conducted its Comprehensive Orientation and General Meeting of Department-based Energy Efficiency and Conservation (EEC) Focal Persons, spearheaded by the Chair of the VSU Energy Efficiency and Conservation Office, Engr. Philip Caesar L. Ebit.

The activity was attended by University President Dr. Prose Ivy G. Yepes and Vice President for Administration and Finance Dr. Moises V. Seriño, who expressed their support for the University's continued commitment to promoting energy efficiency and sustainability. 

The orientation gathered designated EEC Focal Persons from various colleges, offices, including vita campuses and administrative units across the University to strengthen the understanding of their roles and responsibilities in implementing energy efficiency and conservation initiatives within their respective areas. The meeting also served as a venue to reinforce institutional collaboration and encourage active participation in achieving the University's energy conservation goals.

Adding value to the program, the Department of Energy – Visayas Field Office (DOE-VFO) served as the resource institution for the activity. The meeting welcomed Engr. Keelvin Ed Dajao, Officer-in-Charge Supervising Science Research Specialist of the Energy Policy and Industry Management Division (EPIMD), and Engr. Jan Lawrence Saso, Senior Science Research Specialist of the Energy Utilization Management Division (EUMD), who shared valuable insights on the implementation of the Energy Efficiency and Conservation Act (Republic Act No. 11285), the Government Energy Management Program (GEMP), and best practices in institutional energy management.

Through this initiative, VSU further strengthens its commitment to cultivating a culture of energy conservation, enhancing compliance with national energy efficiency policies, and empowering every department to contribute toward a more sustainable and energy-efficient campus.

Strategic Participation in the 2nd GEMP Visayas Summit

On December 3, 2025, the VSU EEC Office actively participated in the 2nd GEMP Visayas Leg Summit, a virtual conference centered on the theme “Powering Local Action: Strengthening LEECP for a Sustainable Future of Local Government Units.” This summit underscored the vital role of institutions and local government units in advancing national energy efficiency. By engaging in these high-level discussions, the EEC Office strengthened its technical knowledge and strategic alignment with the Department of Energy (DOE), ensuring that VSU’s own Energy Efficiency and Conservation Plan (EECP) remains compliant.

VSU Reconstitutes Energy Efficiency and Conservation Committee for 2026 

The Visayas State University (VSU), through the Office of the President, has officially reconstituted its Energy Efficiency and Conservation Committee (VSU-EECO) under Memorandum No. 568, series of 2026. The reconstitution takes effect immediately and will remain in force until December 31, 2026.

In a related issuance, Memorandum No. 576, series of 2026, designates Engr. Philip Caesar L. Ebit as the VSU-EECO Officer and Chairperson. In his capacity as Chairperson, Engr. Ebit is entrusted to lead the committee and exercise its functions in advancing the university’s energy efficiency and conservation initiatives.

The reconstitution of the committee reinforces the university’s commitment to sustainable energy management and the continuous implementation of programs aimed at reducing energy consumption and promoting responsible resource utilization across campus.
