Voorjaarsnota 2023: onze eerste reactie

Amsterdam presenteert vandaag de voorjaarsnota van 2023. De voorjaarsnota laat zien welke wijzigingen er ten opzichte van de begroting zijn, bijvoorbeeld omdat er financiële mee- en tegenvallers zijn of omdat er beleidsmatige aanpassingen worden gedaan. Begin juni wordt de voorjaarsnota in de raad besproken. De aankomende tijd zullen we de voorjaarsnota goed bestuderen. Hier lees je alvast onze eerste reactie.

Eerlijke keuzes voor de toekomst

Waar we bij de begroting van 2023 nog erg kritisch waren op het feit dat het college veel voor zich uitschoof, is het duidelijk dat er met de voorjaarsnota wel keuzes worden gemaakt. Dat vinden wij goed. Amsterdammers hebben recht op eerlijke en transparante communicatie over wat het college wel, maar ook wat het college niet gaat doen. Alleen wanneer de politiek mensen meeneemt in haar afwegingen en hier eerlijk over is, kunnen we vertrouwen in de politiek herstellen en behouden. Met deze voorjaarsnota is het college helder over welke plannen er niet doorgaan, zoals een gemeentelijke bijdrage om Paradiso te renoveren en de nieuwbouw van het Bijlmer Parktheater. 

Vooruitkijken 

Er zijn ook plannen die wel doorgaan. Hiermee kijkt het college vooruit. De problematiek in de opvang van vluchtelingen zal waarschijnlijk nijpender worden dan in de zomer van 2022. Het is daarom goed om te lezen dat het college een bedrag oplopend tot € 9 miljoen per jaar wil reserveren voor de opvang van vluchtelingen. Ook vinden we het goed dat het college geld reserveert voor een fietsbrug over het IJ. Dit is hard nodig om de bereikbaarheid van Noord te verbeteren, wat met de grote woningbouw ambities in dit stadsdeel alleen maar belangrijker wordt. Ook zijn wij blij met investeringen in onder andere het bestrijden van de wooncrisis, de oprichting van een slavernijmuseum en een Amsterdamse jongerenraad. Al met al blijkt uit de voorjaarsnota dat Amsterdam in blijft zetten op het investeren in gebieden die dit het hardst nodig hebben. Daar kunnen wij ons volledig in vinden. 

Financiële situatie 

Net als bij het vaststellen van de begroting voor dit jaar het geval was, blijft de financiële situatie van de stad zorgelijk. Dit komt met name door de geplande bezuinigingen op het gemeentefonds; het geldpotje dat het Rijk beschikbaar stelt voor gemeenten. Nog steeds is het onduidelijk hoe dit er precies uit gaat zien en wat dit betekent voor Amsterdam.

Het college wil haar plannen financieren door een hogere bijdrage te vragen van toeristen. Volt vindt dit een juiste keuze, en staat open voor de mogelijkheid dat dit verder omhoog kan. In de begroting van 2023 gaf het college tevens aan dat ze op zoek wilden gaan naar private partijen om bepaalde projecten mede te financieren. Hier zou de voorjaarsnota meer informatie over verschaffen. Dit zien we echter niet terugkomen.

Een toekomstbestendige stad

Volt staat voor toekomstbestendig beleid. Niet vooruitschuiven, maar vooruit kijken. In het kader hiervan zijn we kritisch. Om meer grip te krijgen op de uitgaven en inkomsten van de gemeenten, is het college vorig jaar met een bestuursopdracht gestart. Dit moet ons inzicht geven in welke keuzes wij kunnen en moeten maken voor de stad. Wij hadden gehoopt dat deze informatie inmiddels beschikbaar zou zijn, zoals bij de presentatie van de begroting 2023 de verwachting was. Dat geeft ons de mogelijkheid om goed te beoordelen welke financiële keuzes we als stad moeten maken. Het is inmiddels duidelijk dat dit inzicht pas afgerond is bij de voorjaarsnota van 2024. Hierdoor moeten we nu oordelen over keuzes zonder een volledig beeld te hebben. Dit vergt dat we extra kritisch zijn. 

De komende tijd gaan we de voorjaarsnota verder bestuderen. We kijken ernaar uit deze te bespreken in de raad.

Amsterdam presents its Voorjaarsnota for 2023 today. The Voorjaarsnota shows the changes compared to the budget, for example because of financial windfalls and setbacks, or because policy adjustments are being made. Fair choices for the future

While we were very critical of the fact that the 2023 budget still seemed to push many decisions forward, it is clear that choices are being made with the Voorjaarsnota. We think that is a good thing. Amsterdammers are entitled to honest and transparent communication about what the college will and will not do. Only when politics involve people in their considerations and are honest about them, can we restore and maintain trust in politics. With this Voorjaarsnota, the college is clear about which plans will not proceed, such as a municipal contribution to renovate Paradiso and the construction of the Bijlmer Park Theater.

Looking forward

There are also plans that will proceed. With these, the college looks ahead. The issue of refugee reception will likely become more pressing than in the summer of 2022. Therefore, it is good to see that the college wants to reserve an amount of up to €9 million per year for refugee reception. We also think it is good that the college reserves money for a bicycle bridge over the IJ. This is urgently needed to improve the accessibility of Noord, which is becoming increasingly important with the large housing construction ambitions in this district. We are also pleased with investments in, among other things, combating the housing crisis, the establishment of a slavery museum, and an Amsterdam youth council. All in all, the Voorjaarsnota shows that Amsterdam continues to invest in areas that need it the most. We fully agree with this.

Financial situation

As was the case when determining the budget for this year, the financial situation of the city remains worrisome. This is mainly due to the planned cutbacks on the municipal fund; the budget that the national government makes available to municipalities. It is still unclear what this will look like and what it means for Amsterdam.

The college wants to finance its plans by asking tourists for a higher contribution. Volt believes this is the right choice and is open to the possibility that this could be increased further. In the 2023 budget, the college also indicated that they wanted to look for private parties to co-finance certain projects. The Voorjaarsnota was supposed to provide more information on this. However, we do not see this happening.

A future-proof city

Volt stands for future-proof policy. Not pushing forward, but looking ahead. In this context, we are critical. To gain more control over the expenditures and revenues of the municipalities, the college started a financial project last year. This should give us insight into the choices we can and must make for the city. We had hoped that this information would be available by now, as was expected during the presentation of the 2023 budget. This would allow us to properly assess the financial choices we need to make as a city. It is now clear that this insight will only be completed with the Spring Memorandum of 2024. This means we have to judge choices without a complete picture. This requires us to be extra critical.

In the coming period, we will continue to study the Voorjaarsnota. We look forward to discussing it in the council.
