 Welcome to the website of the Technical Assistance Provider (TAP) for the California Community College Chancellor's Office Zero Textbook Cost (ZTC) Grant Program. We offer California Community Colleges free resources and services to support their successful development and implementation of ZTC pathways, leveraging the largest-ever pubic investment in Open Educational Resources (OER). 

Celebrating ZTC in the CCC: 

A presentation of the ZTC programs implemented by California Community Colleges and a convening of communities of practice.

An opportunity for Community Colleges who have received a ZTC award to come together and discuss their successes and challenges while building a community of practice.

TAP Blog

Recently, Dr. Barbara Illowsky shared thoughts with the TAP team on her storied career advocating for Open Education and community colleges. In this wide-ranging interview, she provides insights on her “aha moment” in Open Education, publishing OER, the importance of funders to the Open Education movement, the founding of CCCOER, and the impact of California’s ZTC Grant Program, among other topics.
