Since in the Colombian Pacific region, the essential role of women in peace, security, and governance is hindered, to advance the role of Afro and Native Colombian women as active agents in those matters we propose to use a Women community Safety Audit (WSA), a local governance tool and an expression of knowledge based in practice. A WSA is defined as a process which brings individuals together to walk through a physical environment, evaluate how safe it feels to them, identify ways to make the space safer and organize to bring about these changes. This has been proven to be an important tool used to lobby for increased local authority support for front-line services for women, as well as a way of establishing partnerships with municipal governments.
The WSA will include the following activities:
Pre-visit surveys, focus groups and interviews to women population and key stakeholders population, conducted for the purpose of gathering input on critical areas of the city that could benefit from an enhanced sense of safety among women.
Development of WSA questionnaire to be used. This will be comprised of considerations on three dimensions:
Environment: streetscape, lighting, roadway design, traffic, maintenance, transportation operations, drinking water access.
Human activity: eyes on the street in the form of neighbors or street vendors, local human dynamics, public transportation (i.e., motortaxi drivers), commercial or educational activity.
Enforcement: presence of law enforcement or civic organizations and public policies in the area.
3. Development of site visit plan, vetted by stakeholders and local law enforcement.
4. Execution of site visit, taking into account the three abovementioned dimensions.
5. Documentation of site visits, including geo-referencing of fixed data points (e.g. stores, street lighting) as well movable ones (e.g. human activity).
