The windows are big and the ceilings high in the old limestone house a few blocks south of Main Street. Rather, a tall woman with brown hair and luminous brown eyes, moved to Fredericksburg from Austin twenty years ago, having built a national reputation as a pastry chef, restaurateur, and cookbook author.

The entrance is more discreet than deluxe, a white stucco guardhouse without even a gate. We pass through and onto a narrow road that winds through the low, stony hills. We come to a spring-fed lake and a waterfall that tumbles into a stream, and then we approach the golf course.
One morning in Fredericksburg, I learn that Bunny Becker has just died. She and her husband, Richard, founded the acclaimed Becker Vineyards 28 years ago and were the first serious winemakers in the area. That afternoon, I drive east on 290, the Wine Corridor. Hillsides of green trellised vines line the road, and small blue-and-white TxDOT signs announce wineries at regular intervals. Some of the tasting rooms are understated, farmhouses with dirt parking lots. Some are out of sight, off the road. And some trumpet themselves like theme-park rides vying for attention. A Tuscan-style villa at Grape Creek Vineyards is surrounded by rows of Italian cypress and features a tower with a terra-cotta roof.
And the tourism here is only growing. According to Mayor Langerhans, several hotel projects are planned for Highway 290. A local named Billy Scripps has plans for a 150-room all-suite hotel at his recently opened Altstadt Brewery, which looms like a Bavarian castle above a field east of town. Stewart Skloss, the founder of Houston-based tequila brand Pura Vida Spirits, wants to build a new hotel at 290 and Luckenbach Road. Fiesta Winery has more than seventy acres between 290 and the Pedernales River, where the owners will build a 150-room hotel overlooking the water.
Billy Scripps, Maggie Scripps-Klenzing, and their siblings are heirs to a family fortune that, according to Forbes, has long been one of the largest in the country. But people in town seem a bit confused about who the Scrippses are. One local tells me they are from Mexico; another believes their money comes from Scripto, the company that manufactures pens and lighters. Neither is true.
The City of Fresno makes every effort to encourage public participation, while simultaneously informing the public of projects that are under review. The following is a list of projects currently under review and reports prepared on behalf of the City.
Project Description: The City, as owner and operator of the Fresno Yosemite International Airport (FAT or Airport), proposes to replace the existing ATCT at the Airport. The existing ATCT includes the Terminal Radar Approach Control Facilities (TRACON), which would be relocated with the ATCT. The replacement ATCT would be constructed about 150-200 feet south of the existing ATCT. The existing ATCT would be demolished following construction of the replacement ATCT.
Senate Bill 743, signed into law in 2013, requires that a new metric, vehicle miles traveled (VMT), be used to identify transportation-related impacts under CEQA starting July 1, 2020. VMT is simply the number of trips generated by a project multiplied by the distance traveled in miles. This differs from the previous metric of Level of Service (LOS), which measures traffic congestion. The intent of the new law is to reduce VMT in order to help meet greenhouse gas reduction targets established by the State of California. For the City of Fresno, this means that LOS and other design and safety-related standards will still be used to determine necessary roadway improvements through conditions of approval, but the VMT metric will be used for CEQA purposes.
This draft environmental impact report (Draft EIR) evaluates the environmental impacts of the proposed Fresno Rendering Plant Relocation Project (project). This Draft EIR has been prepared under the direction of the City of Fresno (City) in accordance with the requirements of the California Environmental Quality Act (CEQA) (Public Resources Code [PRC] Section 21000 et seq.) and the State CEQA Guidelines (California Code of Regulations [CCR] Section 15000 et seq.).
The Public Draft of the Central Southeast Area Specific Plan was completed in 2021 and the associated Environmental Assessment is now ready for Public Review. The public comment period is from February 3, 2023, to March 6, 2023. The Environmental Assessment can be downloaded below in the Project Document Section. The Specific Plan and Environmental Assessment is tentatively scheduled to be considered by Planning Commission and City Council in April and May 2023.
The Central Southeast Specific Plan area covers over 2,200 acres (3.4 square miles) just east and southeast of downtown, bounded by Belmont Ave to the north, S Orange Ave to the west, E Church Ave to the south, and S Peach Ave to the east. This diverse area is characterized by a mix of suburban housing developments, industrial uses, public facilities, and vacant land.
A total of 594 on-site parking spaces would be provided for vehicles and trucks. Of the 594 parking spaces, 385 spaces would be dedicated for standard vehicles, 11 spaces would be dedicated for accessible standard vehicles, and 10 spaces would be dedicated for accessible vans. The remaining 188 spaces would be dedicated for trailers and would be located along the eastern and western edges of the project site and would be located behind two 8-foot-tall gates, which would be installed to separate the general parking area from the truck storage and dock loading area.
Project Location
The Producers Dairy project site is located at 250 E. Belmont Avenue in Fresno, California. The environmental document addresses two aspects: (1) The Truck Movement Project Area, and (2) The Demolition and Grading Project Area. The Truck Movement Project Area includes the Demolition and Grading Project Area, the Producers Dairy Main Plant, the Producers Dairy ice cream warehouse, and the Producers Dairy cheese plant property, as well as the roadways in the area which are used for the existing and proposed truck movements.
