This blog is an extremely meticulous and comprehensive analysis of Tite Kubo's famous Shounen series called BLEACH, where I will be analyzing every major fight that has information relating to speed scaling and making conclusions about how they relate to character's speeds and how the characters actually relate inverse. I own and will be using every guidebook produced for the series, including Bleach official character book 1: SOULs, Bleach official character book 2: MASKED, Bleach official character book 3: UNMASKED, Bleach official bootleg: COLOR BLEACH+, Bleach official character book: 13 Blades, and Bleach official animation book: VIBEs. In fact, I will be going through some of the untranslated guidebooks with my amazing friend @ZeroTwo, translating them to make sure we take all the evidence into account.
The anime will not be considered canon for this, except for the Thousand Year Blood War anime, which will be used as additional context for certain things. Furthermore, I will consider every light novel and guidebook canon for this.

Feel free to skip ahead when you want to read about a specific topic, but this blog builds up what I think is the most consistent interpretation for the scaling of the series. Also, click on the green text for a scan piece of evidence and even a description / explanation for it each time I mention something.
Obviously this arc is not the strongest in all of bleach, but we can see some early signs of peak human ichigo, through being able to beat up multiple people, and even dueling his dad in a manner that borders on superhuman (more detail and scan evidence in this imgur). Isshin's human form is especially impressive, cause this guy could tank a direct hit to his head from a 3 story fall.
During this fight, Ichigo adapts further and unlocks a new level of power via fighting the hollow Shrieker. This evil spirit can deploy bombs and activate them using a sound produced by his tongue, when they will detonate after the explosion. Ichigo unleashes more of his inner power, and hits shrieker before the sound he produced can activate his bombs. This should make him faster than the speed of sound, or 343 meters / second, though the exact quantification is completely irrelevant since we get feats much faster than this in the same arc and likely too much work for almost no productive result. All that matters is his combat speed and reactions > mach 1.
During this scuffle we can see Ichigo unleashes more of his inner power, to an unquantifiable extent comparing it to how fast he was before, and fights the Menos grande. This hollow is consistently stated to be a great threat that the royal special task force has to handle. In this context, of Bleach Souls, this somehow literally means Squad 0, as confirmed later in the databook. Characters like Renji Abarai, a lieutenant-class shinigami, can't even believe Ichigo did this, showing us it's impressive, even inverse.
Ichigo's perception for reacting to the cero can be calculated to be Sub-Relativistic+, or at around 6.93530394e-8 seconds. The speed for his arm movement here should also be at around 2% the speed of light, or Sub-relativistic, and it isn't incredibly fast. Just a final note is, I calced this myself, and I'm pretty happy with this calc here.
We see what eventually becomes a staple attack for the first time here, a Cero (Zero in spanish). This attack is special, because it is most consistently light speed, because ceros are stated to be beams and spiritual light. The word beam actually means "a ray or shaft of light," and them being spiritual light makes 100% sense, since they're literally a spiritual attack that is light, meaning it's not light that . Ceros are implied to basically have a set speed even if you're a numero uno espada, unless shown otherwise, and they can perform supporting feats like moving a large distance to orbit in a blink of an eye, which makes more sense as a non-literal statement here, and other feats that involve literal environmental ambient light to show how fast these characters move. Hence, it is simply most consistent for these ceros to be lightspeed, considering: what they are, who they're relevant to, and what they do. Ichigo can react to these ceros, to barely defend himself showing that he's not that fast yet, but he's a light timer.
G is 6.67 10-11 Newtons kg-2 m2, M is the mass of earth or 5.972 10^24 kg, and R is the radius of the orbit from where Kon kicked it to the earth's center of mass. The radius of earth at sea level is 6,378,137m, and Karakura town is in the outskirts of Tokyo, which is 40m above sea level. Computing these values, you get 11176.0807435 m/s
Escape velocity is in fact 11,176 m/s, so he kicked a pebble and gave it the momentum to move at Mach 32.61. The average mass of a pebble is around 1 gram or .001 kg, and the velocity is obviously 11,176 m/s, and the formula for kinetic energy is .5(m)(v^2). This would make is kinetic energy .5(.001)(11,176^2) or 62452.3903931 Joules. To summarize this, Kon would have casual Wall Level attack potency, and coould perceive a pebble thrown at Mach 32.61 or High Hypersonic. No one scales to this directly, other than certain hollows with better scaling, so it doesn't really matter much.
This is where stuff really steps up. We see Ichigo adapt to 20% renji, and be able to fight him evenly and eventually overpower him, despite him being an assistant captain-class shinigami. Inverse, it's not that big of a feat, since Renji doesn't have much scaling at this point, and is at 1/5th of his power, so we can't use this to make that many conclusions, other than Renji at this point should also scale to 2% the speed of light, or Sub-Relativisitic.
However, in the end he ends up getting speedblitzed by base Byakuya, and instantly defeated (confirmed by the guidebook). This really shows the difference between a captain level shinigami and a lieutenant, as Renji can barely perceive the attacks and doubts Ichigo knows what happened. We can't really speak on how fast this should make him, however, since he's actually using flash-step when doing this move that's also actually his signature move. Hence, this does not count as a perception blitz from Byakuya, as we know that he uses it against a Renji that's actually fairly relative to him so it works on people in your same level of speed. However, for sure Byakuya should scale to around Relativistic at this point for reasons we actually don't know via just this one arc. Also, it helps us keep consistency, cause if this truly was like a crazy perception blitz, it'd be incoherent as Byakuya would be faster than light or something crazy like that in a time when Aizen is confident in using light to escape from captains showing that light should be relevant to them.
During this fight, we don't get much to learn much compared to before, but it's a cool display of just how much stronger our favorite MC has gotten. We can see Ichigo display extreme dominance against Jidanbo Ikkanzaka, and destroy his axes with a single hit despite every other Karakura team member not being very confident in either him or themselves easily taking Jidanbo down. To make the most important conclusion about this fight, I don't think this shows that Ichigo necessarily scales above this Uryu either, because he is always a calculated fighter and he would probably not want to rush into a fight the same way Ichigo does. In general, it shouldn't be used to scale the members of karakura team to each other, as it is too speculative to make accurate conclusions about the scaling.
For the second time in the story, we can see a captain level threat appear and humble Ichigo with his speed and strength magnificently above Ichigo's. Yoruichi emphasizes on how they cannot face a captain, and especially Ichimaru at that, and their short lived altercation goes to prove the feline's worries true. After effortlessly cutting off Jidanbo's arm, which the guidebook noted Ichigo didn't even perceive happened, he unleases his Zanpakuto Shinzou and Ichigo can barely block it. However, the first instance where Ichigo can't even perceive the limb being sliced off is likely not a perception blitz, but rather Ichigo being off-guard or not paying full attention at full power, as he wasn't fully aware of what was happening. It's especially a weak argument because it would imply too great an increase in perception speed for a single action in too short a period of time.
The most important conclusion I seek to make from this fight is that whatever Ichigo's speed is at this point, Gin Ichimaru's sword extension is extremely relevant to it, and should scale to Ichigo's combat speed here, which should be at around 2% the speed of light. This could also possibly be Sub-Relativistic+ based on almost perception-blitzing Ichigo here, and we should keep this in mind for the future.
After definitively losing against a captain-class shinigami, Ichigo regains his footing against Ikkaku. Throughout their fight, Ichigo shows great speed and strength, only being outclassed in martial arts skills, and directly being reffered to as unpolished by the third seat. He can consistently swap hands and dodge hits from the 3rd seat shinigami, and eventually even begins to read his moves. Eventually, he ends up winning this fight through greater power while his cousin Ganju Shiba beats Yumichikia through abilities. It's important to note that Ikkaku is actually at the level of the lieutenants, was qualified to be one, and then goes on to fight one (Tetsuzaemon Iba) so it's very safe to say this is true. This means that Ikkaku should also scale to the Sub-Relativistic feat Ichigo has, that we discussed earlier.
Here we get a fight that parallels Ichigo's with Ikkaku, though it's a much more impressive showing. Compared to the close fights fought aganist 11th division, we see Uryu consistently speedbllitz someone with the rank of fourth seat that's even known as the "kamaitachi," or weapon master. For example, he can grab Orihime out of the way before Jirobo's hit lands, and he can also efortlessly shoot down all of his shikai release, forcing him to try take a hostage or at least take out.
