Gather information about them or the system as a whole, i.e.; who's in bed with whom, who's drinking whom under the table and who's in what pocket and you've got there a conspiracy theory. -

One common aspect of these systems is the need to establish mechanisms to prevent undesirable events from recurring and to sustain themselves. 'There has to be a system in place to prevent that bad thing from happening again - fill out an incident report.' - We call this antifragile.
A government's main goal in practice is not to represent you but to keep its power. If representing you converges with this interest then the government will do so.
