Using a program called xnconvert, I was able to convert a directory full of pictures like this to portrait mode. Then they could be uploaded and display properly on a Drupal 7 site. And they still show properly in Photoshop and Windows Explorer on the PC, though Picasa is screwed up and shows them in the wrong orientation. Sigh.
