As I mentioned in the comments, the Statistics Toolbox only implement discrete observation HMM models, so you will have to find another libraries or implement the code yourself. Kevin Murphy's toolboxes (HMM toolbox, BNT, PMTK3) are popular choices in this domain.

I think you have two options.1) code multiple observations into one number. For example, if you know that the maximal possible value for the observation is N, and at each state you may have at most K observations, then you can code any combinations of observations as a number between 0 and N^K - 1. By doing this, you are assuming that {2,3,6} and {2,3,5} do not share anything, they are completely different two observations.2) Or you can have multiple emission distributions for each state. I haven't used the built-in functions in matlab for HMM estimation, so I have no idea whether or not it supports that. But the idea is, if you have multiple emission distributions at a state, the emission likelihood is just the product of them. This is what jerad suggests.

On a side note, be aware that your question is somewhat off-topic here. Adding some code to show that you a least tried something and clearly spot what is causing you trouble (training the model? formatting the data? applying the Viterbi algorithm?) would make this question much more interesting to the community.

This work is on the evaluation of detection accuracy for determining all states, the current state, and the prediction of next state of an observation sequence, using the two conventional hidden Markov model training algorithms, namely, Baum Welch and Viterbi training. The training algorithms are initialised using uniform, random and count-based parameters. The experimental evaluation is conducted on the CSE-CIC-IDS2018, a modern dataset comprising seven different attack scenarios over a large network environment. The different attacks are sequentially aggregated to constitute an attack sequence. Viterbi decoding has been used to estimate the next state upon computation of the next attack manifestation.

A hidden Markov model with detailed balance is crucial to modeling transitions at equilibrium. Detailed balance is both a necessary and a sufficient condition for any system in thermal equilibrium (20, 21). Detailed balance requires the probability flux from state i to state j to be equal to the flux in a reverse direction, or piqij = pjqji, for any pair of states, where pi is the probability being in state i, and qij is the rate constant of the transition from state i to state j. As a result, any net probability flux in the reaction network, including steady-state flux along any closed loop, is prohibited. In contrast, the standard maximum likelihood algorithms used in HMM only ensure that the system be at steady state (1, 4, 22). For any linear models corresponding to sequential protein folding and unfolding, a steady state is equivalent to an equilibrium state. Consequently, the HMM results of these models automatically satisfy detailed balance. However, in more complex Markov models at steady state, flux can still occur along closed loops in the reaction network. Therefore, detailed balance can impose strong constraints on a Markov model. For example, for a seven-state Markov model, detailed balance adds a maximum of 15 constraints to the model parameters.

Degenerate hidden Markov models often lack sufficient information to identify all parameters in the models, leading to model nonidentifiability (25, 42, 43). In other words, two or more distinct sets of parameters may fit the data equally well. In conjunction with overfitting, we believe that such model nonidentifiability caused convergence of HMM-EM to different SNARE zippering and SNAP binding models observed by us. Detailed balance and the dependence of force or protein concentrations add more constraints to the model, making it possible to determine all model parameters (43).

This is due to the fact that these mechanisms enable a rejection sampling approximation to theoretically optimal learning.
