As you reach level 12, you will grant access to assign a Commander to each ship. Commander can aid with a variety of skills that benefit you in battle. Some will overall buff your ship's performance, increase consumable's effectiveness, and increasing or improving ship skills. Each commander have a nation and can only fit in that nation ship (e.g. American commander go into American ship). There are 12 levels per commander, each level contain 3 skills and you are only able to select one.
Commanders of all nations can be recruited in the Shop at random. In total, you can recruit 10 Commanders per day. Every 48 hours, you can receive a free commander. Duplicated Commanders will convert into Commander XP that is added to the duplicated Commander.
Commanders can also be recruited via Shop outside Crates, Event Stores, Ranked Shops, Blitz Pass, and Fleet Store.
You may enter in battle without a commander. However, having a commander can improve the ship's capability and improve your performance in battle. Commanders can be found at your port screen, located between the Boosters and the World Chat.Â
Commanders not assign into a ship will be found in the Barracks. For commanders that are assigned, they can be located in "Other ships".
Once a Commander has been assigned to a researchable tech tree ship, his or her skills can only be used on that ship.
However, commanders can move to a Premium or Limited ship with no retraining.
When a Commander is transferred to a new researchable ship, retraining is required. During the retraining period, a Commander cannot level up until retraining is complete. While retraining, half the Commander's skills will be disabled. Retraining can use different resources, depending on the resource you select.

Intermediate Training Cost: 200,000 Silver
Boosts 50% of Retraining.
A Commander can earn XP in 3 ways: in battle (with or without commander XP boosters), using Free XP, using Gold, or receiving a duplicate of the same Commander.
Once you reach level 12, this commander will grant an elite status. Retraining will use elite commander XP instead of Free XP.
Cost to Level up per level is as follows:
Level 2: 1,500 XP / 30 Gold
Level 3: 3,000 XP / 60 Gold
Level 4: 8,000 XP / 160 Gold
Level 5: 15,000 XP / 300 Gold
Level 6: 35,000 XP / 700 Gold
Level 7: 62,500 XP / 1,250 Gold
Level 8: 95,000 XP / 1,900 Gold
Level 9: 135,000 XP / 2,700 Gold
Level 10: 180,000 XP / 3,600 Gold
Level 11: 225,000 XP / 4,500 Gold

Commanders have 36 skills and can be selected up to 12 skills. Each skill can improve your ship's performance, ship skill's effectiveness, or consumable's efficiency. You can select 1 skill each level, up to level 12. Once you select a skill of that level, you cannot select any skill of that level. Skills can be reset by selecting the reset button below and the currency you select to reset via gold, Free XP for commanders below level 12, or Elite Commander XP if the commander reached elite status. Cost is 50 gold or 10,000 Free XP per selected level, up to 600 gold or 120,000 Elite Commander XP.Â

Legendary and Epic Commanders are famous naval Commanders from history. Compared to normal Commanders, they have improved abilities and/or unique skills that is specific for that Commander. Epic Commanders feature two enhanced skills while Legendary Commanders have six, offering an advantage in battles over using standard Commanders. Legendary Commanders and Epic Commanders can be recruited through events via crates, event shop, or in special offers.
