After doing a clean install of Windows 10 32-bit, the installation says that it's restarting the PC. Instead of booting, however, it goes straight back into the install/repair menu. Furthermore, there is no SSD in the boot order list (only the USB and NIC).

-MBR / Legacy USB boot disk with Legacy boot options selected: Goes to installation (even if previously installed) vs booting to windows. Strangely, bootrec /scanos says that there are 0 OSs installed. The SSD or Windows Boot Manager are not even options in the boot order if done this way.

If it must be run on a 32 bit system, try a 32-bit Linux distro such as Ubuntu 16.04 LTS [32-bit 18.04 is an upgrade option, after installing 16.04], using wine. It runs about half the Windows software I've tried.

AFAIK, that's not possible with Windows, but you might ask about it on a Windows forum. Fundamentally, under EFI/UEFI, the bit width (32 vs. 64) of the OS must match the bit width of the firmware, so if you have a 32-bit EFI, you're pretty much locked into a 32-bit OS.

Overall, I'd say you probably won't be able to do what you want with the hardware you have. Of the preceding options, a CSM is the only one that would work well, unless a third party has developed a cross-CPU-bit-width boot loader for Windows.

Which Windows forums are you referring to please? Am just hoping someone out there might succeeded in doing installing x64 windows 10 on a 32 bit UEFI. I found multiple threads over the internet but so far no one confirmed they manged to do it.

I don't frequent Windows forums because I almost never use Windows myself, so I can't recommend any particular forum. Googling "Windows forums" turns up links to quite a few, though. Perhaps somebody else will have a more specific suggestion.

I have a new hp 2020 laptop, which is obviously a 64-bit machine. I need to develop some projects on the DSP board, and required SDK can only be installed on a 32-bit machine (I have a binary installation file, which I cannot shared due to a license issue). I did the installation of 32-bit Ubuntu (16.04 Xenial) on the virtual machine without problems. So then, I've created a bootable USB with iso image, which however wouldn't boot from bios (nor from ubuntu itself). I've read online that this problem comes from the fact that 32-bit Ubuntu doesn't have UEFI boot. Please give me suggestions, how can I install 32-bit ubuntu on a new 64-bit machine in a dual boot mode or at least create a USB which could be launched from BIOS.

I want to assure you that I've spent a few hours googling for similar questions but couldn't find an answer. I had no problem creating bootable USBs and CDs for 64-bit OS, however, has this unfortunate problem with 32-bit.

I've always just used balena etcher for ISO booting, but you can also just mount the iso as a disc and copy the contents of it onto the usb. If that boots fine, you should have no problem getting it installed while you're on the live usb
