The problem: 

After joining the PC to the domain and logging in with a domain user (using roaming profiles) most Windows built in apps are not available. They do not appear in the start menu, they do not appear in Settings>Apps and features and if I try to open a files requiring the app it appears that the app is not installed on the system. The apps with this issue include Windows Store, Calculator and Photos (lots more but these are the main ones we need.)

I reinstalled the apps as described here: 

After this the app reinstalled work and appear where they should for the currently logged in user. However only for that user and only on that PC. If I log out and back in to a different PC it doesn't work and if I log in to the same PC with another non-working account it doesn't work. However it still works on that specific account-computer combo.

I tried testing this while the user and PC was in a test group and gradually removed policies until none were being applied. I then tried deleting the local copy of the user profile, logged back in as the test user and everything was suddenly working fine. After a lot more testing it appears that logging in then out as a certain user, then deleting that users profile on the PC seems to permanently fix the issue for that user on that PC.

For example, new test user logs into a PC. Apps don't work as described. Log back out and in as a different user. Go into System properties > User Profiles and delete the profiles for the new test user. Log back in as the test user and everything is there!

The behaviour is the same whether it is a normal user or a user with no group policies applied and the same if the PC has no policies applied so does not appear to be Group Policy related. Yet the issue only occurs after the PC is added to our domain

In this case open start and search for feedback and open Feedback Hub app and report this issue and make sure include log files from the affected device. 

What version of Windows Server are you using? 

Make sure Windows Server is also update.

I have to admit that's one thing I forgot to mention in my post, we are still running Server 2008 R2 for our domain controller. The upgrade to 2019 will be happening soon. I wonder if this could be the cause?

It says installed but looks like it only shows as installed for the local admin and one other user. However it is working on this PC for several test users now. I ran it while logged in a user for which it is not currently working.

I also noticed I have an extra field "SignatureKind : Store" and that there seem to be 2 versions of the calculator app. When I run it for "WindowsCamera" however it only has one, maybe that's normal.

FYI for anyone trying to follow the guide in my link from my original post, there is a typo in the string to actually reinstall the apps. The author has missed the 's' on the end of it. It should be:

I currently have 2 workarounds. 1 is to reinstall the apps as in the link in my original post, however that is a pain since it requires me to make the user a local admin for it to work. The other is for the user just to reinstall the apps required from the MS store. Which is fine unless the MS store is one of the apps not showing up!

Did you run the command using the -AllUsers switch as specified? Did you run the command from an Administrator elevated command prompt (Run cmd right click "run as administrator")? Did you run the command from an Administrator account?

This fix had been working great for me on my personal computers and those of my main client. But it has stopped working as of this month. I suspect due to my upgrading to Windows 11 22H2 or else some other Microsoft / Windows update. I receive the following error on the second command (once for each app):

Seems like standard apps, such as Photos and Calculator, will only be successfully installed on user accounts of type administrator. Upgrade therefore regular accounts to admin accounts, and downgrade them after the reinstall script is run.

I have decided I can't spend any more time on this for now. The windows apps aren't crucial for most users and I have a sort of fix even though it is not particularly stable for users who need it. Perhaps when we complete the upgrade of the servers the issue will resolve itself. Thanks for your replies!

It's frustrating how many similar issue like this I am having with Windows 10. It seems strange that there's no definitive answer for what causes these issues. Someone out there must know how these systems work and therefore be able to determine what is causing the problem logically. The fact that I can fix it every time in the way stated in my original post must surely narrow down the possible causes.

Something must remain on the local PC must after a user has logged in then been deleted which allows the apps to display when that user logs in again. But my understanding was that when you delete the user it removes both registry entries and the local copy of their profile so should be like the user has never logged in there. But there must be something else in the registry.

in my case, the issue started after an update. 

before I used to be able to run apps from different domains with no problem. 

Now, only sometimes Windows cannot find the Apps from the administrator domain even though the folders exist. 

I always have to reboot the computer multiple times to finally be able to run the apps under a different domain.

I've been looking around on google but don't find many others stating they're in the same boat. 

For as we have found out it seems to be something with the Rights on the folders where those apps are situated. though it's not really clear how to resolve this issue. 

The problem is, 2 of those 3 units are factory build systems and the 3 systems together are from 2 different manufacturers. So it's not a certain Windows image that's having the problem.

Reinstalling Windows 10 21H2 seems to resolve the problem, but since we're on the edge of replacing a lot of workstations internally, we're not looking forward on checking every workstation if the calculator app is functioning for all users....

I've tried a different powershell script then the one in OP's post, which renstalled all default apps. though that didn't work out. 

And i'm unable to try the steps in the tutorial OP is refering to since the PS script that's been linked to is no longer available.

The only solution I found other than the PS script one in my first post is for the user to install the required apps from the MS store. Of course this only works if the MS Store isn't one of the apps not working... which it often is!

BUT after rebooting and login with domain account, all the Windows Apps (Calculator etc.) including Microsoft Store disappeared, the most strange is that with a local account all is working fine. 

I did'nt make any changes on my GPO and server restrictions. Actions tried:

Reading the string of issues listed and I am experiencing the same issue on newly deployed systems, different makes, systems with multiple local or mix of local\domain accounts. 

The system with local accounts only I was able to restore the Microsoft Store app by elevating the user to a local admin, and then reinstalling the desired missing apps. 

The domain joined systems with domain accounts appear unresponsive.

I am wondering how everyone upgraded their systems to 21H2, I used an enablement package and ran it from a folder on the desktop. 

What I did find is there are some prerequisites to running the enablement package (link to article below) and perhaps one or both of these were not in place prior to the upgrade? This is all in hind-sight so I cannot confirm it on the current systems having issues, I have upgraded systems the same way thousands of times without issue and it is the first I have seen of this.

I had the same issue on some new deploys where I installed the 21H2 Enablement package, there are some prerequisites and if you don't allow the package to check for updates first it may bypass the prerequisites and break the store app. I determined a work around the fixed all the workstations which takes about 15 minutes to run because of the two scans that need to be initiated first.

The Microsoft Store should appear in the Start Menu applications list. 

The Store should run normally, "Get" the apps needed from the Microsof Store. If the "Get" function does not launch the install automatically click on the download button in the upper right hand corner of the Microsoft Store screen to initiate the install. 

(depending on the version of the store you may need to update the Microsoft store app first)

Thanks for your suggestion however this has the same problem that the workaround in my original post has in that it only fixes it for one user on one PC. All our users move around so I'd need to go through this process for each member of staff on every PC. 100 users and 100 PCs means running it 10000 times to fix it for everyone on every PC.

-Restore from DELL OS Recovery Tool BUT update directly image from this tool, (the image will not include shits software like McAffee and so this is a clean Windows image, and updated) 

 So, the final image is clean in 21H1.

Thanks, I will try that on one machine. I don't think I'll end up doing that on all our machines since that would be a huge project but it would be good to at least know it's something on the Dell system image causing the problem.

I've come to the conclusion that I can't work on this any longer. For the majority of users, the Windows apps are not essential, and while my solution isn't very stable, it can be used by those who require it. Maybe after the servers are upgraded to their final state, the problem will go away on its own. I appreciate your responses.

There are different ways to remove apps and programs, so if you can't find the one you're looking for, you can try another location. Note that some apps and programs are built into Windows and can't be uninstalled. You can try to repair a program first, if it's just not running correctly. 152ee80cbc
