The question is, For an M18 should I just do it myself? Or should I put in a call to the modification center while it's being built to see if they can't set it with a Windows 10 OS instead of installing windows 11.... Or should I just install windows 10 after I get it myself.
This answer is specifically for dell users as I said in the comments above, the factory reset can (and should) only be done using dell's utility software because they identify the computer's serial number and serve the software with windows genuine software key.
