How do I do this? I created the ~/.config/gtk-3.0/gtk.css file and added what you said (restarting the panel of course) and it just darkened some buttons without affecting the icons. I would like to keep the original theme colors, do you think it could be possible?

I'm using the oomox-atelier-extuary icon theme too, which I sat to inherit from elementary-xfce-darker. I checked and it has all the white icons. This problem occours with any other icon theme, anyway.
That being said, using the default built-in adwaita theme (or the latest Greybird since it's being updated along with Xfce's migration to GTK3) and the default Tango (or the latest elementary-xfce) icon themes should have everything correctly. If it doesn't work with these, then file a bug report. If it doesn't work with another appearance or icon theme, then you'll need to file the bug report over there.
Cinnamon is a desktop environment which combines a traditional desktop layout with modern graphical effects. The underlying technology was forked from the GNOME desktop. As of version 2.0, Cinnamon is a complete desktop environment and not merely a frontend for GNOME like GNOME Shell and Unity.

I manage a fleet of around 250 workstations. We have a custom app for many of our users that we pin to the taskbar by default. The icon is designed to mimic the style of some of the built-in Windows icons like search, task view, sound, network status, etc, via the Segoe Icon font, so the icon is simple white lines over a transparent background. This worked great for Windows 10, which is dark by default, and even the light view still had enough contrast.

The Ubuntu Desktop team has created the gtk-common-themes snap which provides common gtk3, icon and sound themes. These themes are exposed via the gtk3-themes, icon-themes and sound-themes interfaces. We would like a snap declaration to auto-connect these interfaces.
AFAICT, the exported files for themes, icons and sounds are all data files. There are css and xml files for the themes though. @kenvandine-- are these expected to work everywhere or do they require use of a particular core, base or other content (eg, gnome-3-28) snap?
