The modern nation-state is not Caesar, but the problem of idolatry has not disappeared. What should Christians render unto the civil powers of our day? Many kinds of ad hoc cooperation with civil government are possible and necessary. My work is meant as a reminder to Christians, nevertheless, that before we are Americans, Britons, and so on, we are followers of Jesus Christ.

And so, guided by inspiration, we began to go from one nation and one culture to another. Someday, in the providences of the Lord, we shall get into Red China and Russia and the Middle East, and so on, until eventually the gospel will have been preached everywhere, to all people; and this will occur before the Second Coming of the Son of Man.

Well, in that setting, on the first day of June in this year, 1978, the First Presidency and the Twelve, after full discussion of the proposition and all the premises and principles that are involved, importuned the Lord for a revelation. President Kimball was mouth, and he prayed with great faith and great fervor; this was one of those occasions when an inspired prayer was offered. You know the Doctrine and Covenants statement, that if we pray by the power of the Spirit we will receive answers to our prayers and it will be given us what we shall ask (see D&C 50:30). It was given President Kimball what he should ask. He prayed by the power of the Spirit, and there was perfect unity, total and complete harmony, between the Presidency and the Twelve on the issue involved.

And when President Kimball finished his prayer, the Lord gave a revelation by the power of the Holy Ghost. Revelation primarily comes by the power of the Holy Ghost. Always that member of the Godhead is involved. But most revelations, from the beginning to now, have come in that way. There have been revelations given in various ways on other occasions. The Father and the Son appeared in the Sacred Grove. Moroni, an angel from heaven, came relative to instructing the Prophet in the affairs that were destined to occur in this dispensation. There have been visions, notably the vision of the degrees of glory. There may be an infinite number of ways that God can ordain that revelations come. But, primarily, revelation comes by the power of the Holy Ghost. The principle is set forth in the Doctrine and Covenants, section 68, that whatever the elders of the Church speak, when moved upon by the power of the Holy Ghost, shall be scripture, shall be the mind and will and voice of the Lord.

Fasting must be done unto God, even before the eye of the Father who sees in secret. While avoiding the brazen conceit of the Pharisee and the desire to court the praise of man, we may still act out of selfish motives, for the gratification of personal desires and ambitions, and without the basic motive being the glory of God.

"Do unto others as you would have them do unto you" is a biblical concept spoken by Jesus in Luke 6:31 and Matthew 7:12; it is commonly referred to as the "Golden Rule." "So in everything, do to others what you would have them do to you, for this sums up the Law and the Prophets" (Matthew 7:12). "Do to others as you would have them do to you" (Luke 6:31).

As we serve others, a miraculous change happens in our hearts: we begin to desire the things of God more than the things of the world. We begin to adopt His attributes and act more fully as His disciples. We reach out in love to each other, our hearts knit together, and we build the kingdom of God on the earth. In short, we build Zion. That is the second way service helps us cleave unto God, by knitting our hearts together, because the places God wants us to go are not for us alone.[14]

Leaders and teachers who understand this will not use their callings to draw attention to themselves. When we serve as the Savior would have us serve, our focus is on loving and blessing those we serve, on helping them come unto Christ. Elder Dallin H. Oaks gave us a vivid example of what dedicated service in the Church looks like in a gospel teacher:

This shall be thine of the most holy things, [reserved] from the fire: every oblation of theirs, every meat offering of theirs and every sin offering of theirs, and every trespass offering of theirs, which shall render unto me, [shall be] most holy for thee and for thy sons.

Then hear thou from heaven thy dwelling place, and forgive, and render unto every man according unto all his ways, whose heart thou knowest; (for thou only knowest the hearts of the children of men:)

If thou sayest, Behold, we knew it not; doth not he that pondereth the heart consider [it]? and he that keepeth thy soul, doth [not] he know [it]? and shall [not] he render to [every] man according to his works?

He that followeth me shall not walk in darkness, saith the Lord. These are the words of Christ; and they direct us to imitate his life and character. The Imitation of Christ is guide to following the example of Jesus Christ. Let it be our most earnest study to dwell upon the life and example of Jesus.

Jesus first called them hypocrites, and then asked one of them to produce a Roman coin that would be suitable for paying Caesar's tax. One of them showed him a Roman coin, and he asked them whose head and inscription were on it. They answered, "Caesar's," and he responded: "Render therefore unto Caesar the things which are Caesar's, and unto God the things that are God's".

When Jesus later was crucified, he was in a sense rendering unto Caesar the body that belonged to Caesar's (human, earthly) realm, while devoting his soul to God. Augustine of Hippo suggested this interpretation in his Confessions, where he writes

H.B. Clark writes, "It is a doctrine of both Mosaic and Christian law that governments are divinely ordained and derive their powers from God. In the Old Testament it is asserted that 'power belongeth unto God,' (Psalms 62:11) that God 'removeth kings and setteth up kings,' (Daniel 2:21) and that 'the Most High ruleth in the kingdom of men, and giveth it to whomever He will' (Daniel 4:32). Similarly, in the New Testament, it is stated that '...there is no power but of God, the powers that be are ordained of God' (Romans 13:1)."[15]

Some read the phrase "Render unto Caesar that which is Caesar's" as unambiguous at least to the extent that it commands people to respect state authority and to pay the taxes it demands of them. Paul the Apostle also states in Romans 13 that Christians are obliged to obey all earthly authorities, stating that as they were introduced by God, disobedience to them equates to disobedience to God.

As American Quaker war tax resistance developed during the 17th through 19th centuries, the resisters had to find a way to reconcile their tax resistance with the "Render unto Caesar" verse and other verses from the New Testament that encourage submission to the government. Here are a few examples:

In 1862, Joshua Maule wrote that he felt that the "Render unto Caesar" instruction was compatible with war tax resistance, as there was no reason to believe for certain that the tax referred to in that episode had any connection to war:

Render unto Caesar..." in no way divides the exercise of authority into two realms....They were said in response to another matter: the payment of taxes, and the coin. The mark on the coin is that of Caesar; it is the mark of his property. Therefore give Caesar this money; it is his. It is not a question of legitimizing taxes! It means that Caesar, having created money, is its master. That's all. Let us not forget that money, for Jesus, is the domain of Mammon, a satanic domain!
