The Western Fair District Community Access Program (C.A.P.) was designed to provide the named holder of the CAP card free or discounted admission for holder (being a person with a disability), and free admission for one support person.

At the present time, this program is administered by the Western Fair District, for the Annual Fair and all other WFA owned and operated events. Please check our website regularly www.westernfairdistrict.com or call our Guest Service Desk (519) 438-7203, extension 0, to see what events are covered by the Community Access Program. Other shows and events that take place at Western Fair District, and are operated by third parties, are not currently included in the Community Access Program.

Person with a disability who requires a support person. A support person is any person whether a paid professional, volunteer, family member, or friend who accompanies a person with a disability in order to help with communications, mobility, personal care or medical needs or with access to goods or services.

The applicant must be a patient or client of the authorizing medical doctor/service provider. The authorizing health care provider must sign the application. If not a client of any health care professional/service provider a licensed MD must sign the application.

All applicants must have their photo on the Community Access Program card. There are three ways to submit a photo with the application. (Please Note: Photos will not be stored and will be deleted upon completion of the application process.) Photos must be a forward-facing, headshot.

Please allow two weeks, for your CAP application to be received, approved and processed in advance of any event you wish to attend. Cards received later than this may not be processed in advance of the event. We appreciate your understanding. 



The WFD community assistance program was developed in 2011, for persons with disabilities, with great success. A three year grace period, allowed the community to learn about the benefits of the program, and register for a card which provides 5 years of FREE Admission to the annual Fair, and discounted rates for many other WFD events throughout the year.

Our Customer Service and Admissions staff were indulgent with customers, throughout the grace period, who had not heard about the program or checked the WFD event website prior to attending an event that a CAP CARD is required to access the FREE Admission program. This grace period ends/ended August 31, 2014.

Going forward presenting a CAP CARD at an admission gate will be the only way to access the annual Fair for free. Without a CAP CARD in hand, Gate Staff will require full admission for individuals with a disability, and their support person, who arrive at the gates without a CAP card.

If you do not have a CAP CARD, please allow two weeks, for your CAP application to be received, approved and processed in advance of the fair. Cards applications received later than August 22, 2014 may not be processed in advance of the event. We appreciate your understanding.

The N.C. Department of Environmental Quality (DEQ) has created a community mapping system, which will be used to inform some department decisions, such as specific plans for local outreach and public participation. Public comments about the beta version of the Community Mapping System have been reviewed for consideration for version 1.0, now available for use.

DEQ's Environmental Justice Program works to ensure the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation and enforcement of environmental laws, regulations and policies.

The Department and its staff adhere to policies and programs for enhanced public participation and nondiscrimination. The law provides that no person shall, on the grounds of race, color, national origin, sex, age, or disability be excluded from participation in, be denied the benefits of, or be subjected to discrimination under Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Action of 1987, the Rehabilitation Act of 1973, and all other pertinent nondiscrimination laws and regulations.

The initial VHIP funding was sourced from State Fiscal Recovery Funds, which had different regulations. The requirements and options outlined here do NOT apply to projects approved before March 25, 2024.

Drawing from insights gained over the past 3 years and more than 500 units funded, this updated program maintains our commitment to expanding affordable housing. VHIP 2.0 now offers awards for limited new construction. Additionally, it introduces a 10-year forgivable loan alongside the existing 5-year grants, aiming to further incentivize landlords. This new option requires renting units at fair market prices without the need for referrals from Coordinated Entry Organizations.

*For structural elements affecting multiple units, applicants can apply for $50,000 per property and must identify one unit in the building that the Rental Covenant will be placed on. Participants may opt for either the 5-year grant or 10-year forgivable loan tract.

Fair Market Rent: Participants are also required to sign a rental covenant agreeing to charge at or below HUD Fair Market Rent (FMR) or voucher amount for the length of the agreement (5 or 10 years, learn more about these options here). Participants will be required to submit a yearly recertification form to ensure they are in compliance with the program requirements. Out-of-State Owners: Out-of-State owners are required to identify a property manager located within 50 miles of the units to ensure a local, responsible party can manager the property in the absence of the property owner.

Any property, with the exception of tenant occupied units addressing code non-compliance issues, applying for VHIP 2.0 can opt to receive a 5-year grant. This compliance period will begin once the VHIP 2.0 unit is placed in service. This grant requires that:

Participants must sign a rental covenant to this effect. This covenant will be effective for 5 years and states that for this period, the unit must remain a long-term rental with a monthly rental rate at or below HUD Fair Market Rent and that the Department of Housing and Community Development must approve the sale of the property.

Tenant Selection: If the Department of Housing and Community Development (DHCD) or the Homeownership Center (HOC) that issued the grant determines that a household exiting homelessness is not available to lease the unit, the landlord shall lease the unit to a household with an income equal to or less than 80 percent of area median income. If such a household is unavailable, the property owner may lease the unit to another household with the approval of the DHCD or HOC.

Grant to Loan Conversion: A landlord may convert a grant to a forgivable loan upon approval by DHCD and the HOC that approved the grant. When the grant is converted to a forgivable loan, the property owner shall receive a 10% credit for loan forgiveness for each year in which the landlord participates in the grant program. For example, if the property owner participated in the grant program for 2 years prior to converting to a forgivable 20% of the funding will be forgiven, and the forgivable loan terms would apply for 8 years.

All property owners participating in VHIP 2.0 are required to charge rents at or below HUD Fair Market Rent (FMR) for the length of the agreement, depending on whether the property owner selects the 5-year grant or 10-year forgivable loan option. FMRs regularly published by HUD represent the cost of renting a moderately priced dwelling unit in the local housing market.

Fair Market Rent Calculator - To use the calculator, you must complete the utility worksheet, which indicates which utilities the tenant is responsible for payment. Once the utility worksheet is complete, the calculator will show the maximum allowable rent based on the county the unit is located in and the number of bedrooms.

Fair Market Rent Recertification Form - Property owners participating in VHIP 2.0 must submit a yearly recertification form to ensure they comply with the program requirements, including FMR. While the program requirements are in effect, property owners will receive an annual request to complete the recertification form.
