Following acquisition of the site at 155 and 157-165 West Street, Paragon Bristol Developments is bringing forward proposals for redevelopment of the site to create purpose-built student accommodation.
The development site fronting West Street is occupied by a vacant industrial unit (155) and a current car showrooms business (157-165) which straddles Chapel Barton Lane.
The proposal is to demolish the existing buildings and to create a new student residential development with a replacement modern industrial unit. The new sustainable accommodation, of some 50 student beds, would be arranged in nine cluster flats, around two landscaped courtyards. In keeping with nearby buildings, the proposed development will be up to 3-storeys in height.
The intention is to use an innovative, modern method of construction to ensure that the development is highly sustainable using low carbon emission techniques.
There will be no parking on site for the students and a restriction on bringing a motor vehicle will be written into the student tenancy agreement. Three parking spaces will be provided for use on moving in/out days only, and by maintenance vehicles as required. The site lies outside the existing residents’ parking scheme, but if this area is included in the scheme in the future, the residents of this development would not be permitted to obtain a permit.
There is scope to either create modern looking buildings to help regenerate the area or to take a more traditional approach to reflect some of the local history of the neighbourhood.

Your comments and suggestions, together with those of other statutory consultees, have been carefully considered by the design and planning team and have formed part of the Report of Community Involvement which has been submitted to Bristol City Council as part of the planning application.
Submission of the Planning Application
A full planning application has recently been submitted to Bristol City Council and the planning documents have been added to the Council’s online planning portal (reference 22/00805/F).
Unfortunately, the planning portal is currently undergoing essential maintenance and is largely unavailable until 23 March. The Council has advised that the consultation period will be extended accordingly. In the meantime, to enable you to view the submitted scheme, we have uploaded several planning documents here:
Public Drop-In Session
We are holding a staffed drop-in style session on Wednesday 23 March from 3-7 pm on site at 163 –165 West Street (former car showroom building with large glazed windows). On the day you will be able to view some of the plans and drawings and talk through any queries with a representative of Paragon Developments. A copy of some of the key planning documents will also be available to view.
