(1) Provide you with the basic business functions of the application
In order to better protect network security, maintain the normal operation of applications, and improve our services when you use our services, after you agree to this privacy policy, when using the weather information services we provide, in addition to the personal information required by laws and regulations to ensure the normal operation of basic application functions, we will also collect your other personal information, as well as certain device information (including device model, Android ID, OAID, IDFA, Open UDID, UID, SSID) when you use our applications Operating system version, resolution, telecom operator, device settings, log information ("device information") (including search keyword information you enter and links you click on), content you browse, language you use, visit date and time, webpage history you request, software version number, and login IP information. (2) Provide you with extended business functions for applications
In addition to weather information, we also provide you with extended business function information services, including news information, real-time scene images, short videos, Moquan community, and third-party commercial promotion information we publish. In the process of providing the above information services, we will also collect the information required for the basic business functions mentioned above. In addition, in order to provide you with personalized content display and customized advertising recommendations, we will use big data analysis, algorithms, and other non manual automatic decision-making technologies to label the device information we directly collect and form user profiles to make automatic decisions (such as commercial information display). At the same time, we may collaborate with data analysis service providers and performance advertising service providers to indirectly obtain your other group tag information, which may involve your personal information, to provide you with more accurate personalized content display and advertising recommendation services. When you first use certain device permissions in certain situations, we will ask you to open the corresponding permissions through a pop-up window and authorize us to collect and use the corresponding personal information to provide specific services. If it involves important or sensitive device permissions, we will seek your explicit consent in a separate pop-up window when you use the corresponding service, and then enable the corresponding device permissions.
After the permission access is completed, you can choose to turn on or off the corresponding permissions at any time in the system settings function of the device, allowing or denying us to collect and use your personal information. However, please note that disabling the corresponding permissions will affect the normal use of the corresponding business functions of this application. We promise that without your authorization, we will not access device permissions under any circumstances, nor will we use personal information collected through device access permissions without your consent.
(c) Form user group portrait
In order to provide you with more accurate personalized content display and customized advertising recommendation services, we may collaborate with third-party partners for data sharing. With your authorization and consent, we may share your phone number, device information, location information, and indirectly obtain your portrait tag information from third parties. Tag information may contain information that directly reflects your personal status, including gender, age group, city, phone model, and interests. For detailed information on how we share information with third parties, please refer to Chapter 3 of this Privacy Policy: "How We Share, Transfer, and Publicly Disclose Your Personal Information".
The user tag information indirectly obtained above is mainly based on the algorithm inference results of third-party partners. We will use these results to make automatic decisions on personalized content recommendations and customized advertisements. If you believe that the automatic decision results are incorrect or have affected your user experience, you can seek an explanation from us through the contact information disclosed in Chapter 9 of this Privacy Policy, request a manual review of the automatic decision results, request correction of label information, or withdraw the corresponding consent. We will promptly respond to your request and provide you with an option to opt out or other appropriate remedies.
We promise to obtain your explicit consent before indirectly collecting your personal information. However, please note and understand that when the type or method of obtaining your personal information changes and this privacy policy is not adjusted in a timely manner, we will require you to reauthorize through pop-up prompts, text messages, or email notifications.
In addition, this privacy policy cannot be used as a privacy protection clause for third-party services. 2. Chapter 2: How do we use cookies and similar technologies?
(1) Cookie
To ensure the normal provision of our products and/or services, we will store small data files called cookies on your computer or mobile device. Cookies typically contain identifiers, website names, as well as some numbers and characters. With the help of cookies, we can store your preferences or favorites and other data. We will not use cookies for any purposes other than those described in this privacy policy.
(2) Website beacons and pixel tags

We will not share your personal information with any company, organization, or individual outside of Weatherly, except in the following circumstances:
(a) Share with your explicit consent;
(b) Share according to the requirements of laws and regulations or mandatory requirements of government authorities;
(c) Sharing with our affiliated companies: We will share necessary personal information within a reasonable scope required to fulfill the contract to provide services to you, and comply with the purposes specified in this privacy policy. If the affiliated company wants to change the purpose of processing personal information, we will seek your authorization and consent again; or
(d) Sharing with third-party partners: In order to enrich the service content, we will provide services to you and collect and share your personal information with third parties in accordance with mandatory provisions of laws and regulations and/or the requirements of our partners. We promise to share your personal information with our third-party partners only for specific and clear purposes based on legal principles of legality, legitimacy, and necessity. Our third-party partners have no right to use the personal information obtained under this privacy policy for any other purpose, unless you have reached a new agreement with our fourth party partners. Please understand that if you refuse to share your personal information with relevant third-party partners, you will not be able to use the corresponding services.
It should be noted that when relevant service providers provide services to you through third-party access methods (such as redirecting to third-party partner pages), the corresponding service providers will directly reach an agreement with you regarding the authorized use of personal information. The personal information directly collected by service providers is not within the scope of the personal information we share with them.
Our current third-party partners include feature and technology service providers, as well as advertisers and their agents. We may share your personal information with third-party partners who support our business functions. These supports include confirming your geographic location information, map services, third-party payment services, login authentication services, performance ad placement and tracking, user profiling, information flow content, notification services, network security, anti fraud, statistical analysis, and ad monitoring. Our purpose of sharing this information is to obtain technical support for relevant functions to achieve business functionality.
In order to display personalized advertisements to you and on other websites and services (including email), we may share the information we collect with advertising providers, or the advertising providers themselves may access, collect, and share your information. We have a legitimate interest in processing necessary data so that they can (i) provide and/or support the delivery of relevant content or advertisements on our website or application, advertising provider's website or application program, or other third-party website or application program, (ii) analyze and report on content or advertisements viewed or interacted with by users, and (iii) improve their services. Advertising providers can also collect information through the aforementioned technologies or through interactive advertising. Information may include data about how users interact with services, information provided by users through interactive advertising, content and advertisements viewed by users, user activities on other websites and online services, and physical locations visited by users. These partners may have the right to access your data and operate according to their own privacy policies. If you refuse to receive personalized advertisements, you may exercise your rights in the manner disclosed in Chapter 5 "Change of Authorization and Consent Scope" of this policy. Meanwhile, you are aware and understand that the relevant products may contain links to websites, applications, products, and services operated by our third-party partners. We do not make any express or implied warranties regarding these third-party websites, applications, products, and services. This type of link is only used for the convenience of users browsing related pages. Before jumping to third-party pages or pages within websites where third-party partners provide services, we will remind you of the specific third-party partners who provide the services, and we will make reasonable commercial efforts to require our third-party partners to maintain fairly consistent privacy protection practices with us. However, when accessing such third-party websites, applications, products, and service links, you still need to separately agree to the privacy policy or personal information protection terms provided to you. We undertake and will ensure that our third-party partners assume responsibility for protecting your personal information within the scope of the agreement we have signed with you.

Weatherly's weather data service system and advertising engine system have respectively passed the national information system security registration protection level three and level two filing and evaluation.
We have established strict access standards and review mechanisms for the integrated SDKs (software development kits) in this application to ensure that their access and acquisition of your personal information are limited to the scope necessary to implement their functions or services.
We have established and improved a data security management system, including grading, categorizing, and encrypting user personal information, as well as dividing data access permissions. We have established an internal data management system and operating procedures with strict process requirements for data acquisition, use, and destruction to prevent your personal information from being illegally used. We will regularly hold security and privacy protection training to enhance employees' awareness of personal information protection. However, you should understand that due to technical restrictions and possible malicious network attacks, in the Internet industry, even if we try our best to strengthen security measures, we cannot guarantee 100% security of information, including your personal information. There may be factors beyond our control that lead to information leakage. If a personal information security incident unfortunately occurs, we will promptly notify you of the basic situation, the possible impact of the security incident, the emergency response and other related measures we have taken or will take, and the remedial measures we have provided to you through the internal message/contact information you have retained in accordance with legal requirements. 6. Chapter 6: How We Handle Children's Personal Information
We do not provide services to children or anyone under the legal age without the approval of the user's parents or guardians. For the purpose of this privacy policy, the age of majority refers to 18 years old, or the age at which a person is allowed to use this application without the consent or permission of their parents or guardians under applicable law. For the collection of children's personal information with parental consent, we will only use or publicly disclose this information when permitted by law, with the explicit consent of the guardian, or when it is necessary to protect the child. We will not push personalized advertisements targeting the characteristics of users who are known to be children. The personal information we collect from you will be transferred to Singapore, stored in Singapore, or processed in Singapore. We provide products and/or services globally, which means that with your prior written consent, including consent to this privacy policy, we may transfer or provide your personal information to jurisdictions outside the country where you use the application. In order to provide your personal information to third parties outside your jurisdiction, we will ensure that your personal data is protected to a degree not lower than that required by applicable laws, including through standard contractual terms approved by the European Commission or other competent authorities.
