1. West Bountiful Police Department
As tradition holds, our parade is led by representatives from the West Bountiful Police Department. We love our police force and truly appreciate the wonderful service they provide to the citizens of West Bountiful!
2. South Davis Metro Fire
South Davis Metro Fire provides emergency and public services throughout the southern portion of Davis County. Five fire stations are located strategically within jurisdictional boundaries which provide all of our citizens with the quickest response available. Emergency services include fire, ambulance, paramedic, hazardous material, and technical rescue response. Public services include fire prevention, public education, CERT, first aid and CPR classes, business inspections, fire investigations, and much more.
3. Troop 220
Scouting USA Troop 220 of Bountiful, Utah, is an active, youth led Scout Troop chartered by the Bountiful Community Church. We meet on Monday evenings at 6:45pm at the Bountiful Elks Lodge and focus on traditional scouting, camping, and community service. Founded in 1954, we are one of the oldest continuously operating troops in Utah. We offer a variety of activities for Scouts ages 11-18 and have an active Cub Scout Pack that meets on Tuesdays at the Bountiful Community Church for youth from K-10 years old. 4. Missionaries for the Church of Jesus Christ of Latter-day Saints
These dedicated missionaries exemplify service, community spirit, and faith. We appreciate their willingness to set aside their personal interests to serve among us in West Bountiful.
5. Bob York & Freedom's Light Festival
We begin our 250th celebration with Bob York's 1988 Cadillac Fleetwood transporting George Washington and some of our founding fathers and mothers from Bountiful's Freedom's Light Festival. We are grateful to them for this great nation we live in and for Freedom's Life Festival for carrying on their memory! Join them September 17-19 as they continue this patriotic celebration!

7. Mayor Ken Romney
Mayor Ken Romney and his wife Jacqueline would like to wish everyone a happy Fourth of July and 250th year celebration. They have 4 children, 11 grandchildren, and one more on the way. He is serving his fifth term as mayor of West Bountiful.
8. Mrs. Backer's Pastry Shop
Mrs. Backer’s Pastry Shop has been a beloved Salt Lake tradition since 1941! Located on historic South Temple, the Backer family has been creating delicious homemade treats from scratch for generations. Famous for their stunning buttercream flowers and beautifully decorated cakes, they also serve up mouthwatering cookies, cupcakes, éclairs, Danish pastries, brownies, and seasonal favorites that are always worth a special trip. Kelly Boyce won the title of Classic Ms. New England and lives in New York city, but is currently visiting family in Bountiful.
10. Bountiful City Jeep Posse
The Bountiful Jeep Posse was founded in 1946. This total volunteer organization is dedicated to search and rescue, and community work serving south Davis County when requested. It also serves the state and division of wildlife resources by teaching the youth the hunter safety program.
11. John Volken Academy
John Volken Academy, formerly known as Red Barn Academy, helps men rebuild their lives through a structured, long-term residential program, providing support for recovery, job training, education, and life skills.
12. City Council - Julie Thompson
Julie Thompson is the newest member of the West Bountiful City Council. She is accompanied by her husband, Scott. They have lived in West Bountiful for 37 years and can't imagine living anywhere else! Julie is grateful for the opportunity to listen to and serve all the residents of the DOUBLE U BEE!
13. Super Silly Clown Alley
Hip, Hip, Hooray! It's the Super Silly Clown Alley!! Mr. Zach, Stumbles, Flapdoodle, Scooby-J, and Spark wish you a hilariously happy 4th of July!
Driving a red go kart with over 400 sound effects and sirens, Stumbles has been clowning for 34 years. He enjoys seeing families having a great time and especially loves to make people laugh and smile. Be kind and loving to all.

15. All American Girl Pageant
All American Girl Pageant is a family-friendly program dedicated to celebrating girls and young women through positive pageantry, focusing on natural beauty, poise, personality, and public speaking. Founded in 2009, it is open to ages 0–26 and offers local, state, and national competitions throughout the year. Our first preliminary is this fall, with categories like interview, casual wear, and formal wear. 18. Wasatch & District Pipe Band
Established in 2004, the Wasatch and District Pipe Band is a competitive and performing Bagpipe Band based out of Bountiful, Utah. Wearing the MacTavish tartan, they perform all over Northern Utah, compete in the Western U.S., Canada, the United Kingdom, and have attended the World Pipe Band Championships held in Glasgow, Scotland.

24. Bridging Betty
Bridging Betty is an Americana band made up of a husband and wife, brother-in-law and a couple of Utah neighbors. They appreciate many styles of music and have combined their efforts in order to celebrate mountain music on the Wasatch Front! Bridging Betty is passionate about the importance of good stories and lyrics for all audiences and they like to keep things moving with upbeat, original tunes as well as a few familiar old-timey classics! They take their name from a childhood elementary school teacher, Betty Bridgeforth, who taught her class to sing and dance and appreciate old-timey gospel tunes.

The Bountiful Community Food Pantry has been providing supplemental food to low-income families in Southern Davis County, Utah since it began operating in the 1970s. The pantry began in a closet at the Bountiful Community Church, but in 2004 expanded to operate out of a 7,500 square foot warehouse. Currently, the Bountiful Food Pantry serves all of Davis County.

Samantha Holbrook will be driving the "Holbrook" tractor. She is the granddaughter of Anita Winegar who has lived on 800 W since 1970. The tractor is a 1946 Farmall A. Samantha's Great-Great-Grandfather and Mother were onion farmers on "Onion Street!"

Viewmont has had guitar since 1978 and was started by Mike Murphy. Jake Robinson has been the guitar teacher since 2016. This is the Guitar 3 Class that performs modern music at sporting events and school functions, giving a place for students to show off their talents in a non-traditional school setting.

Grand Marshall - Lane & Joy Beattie
Joy and Lane Beattie have been proud residents of West Bountiful since 1988, quietly dedicating their lives to service and community.
Lande spent 12 years in the Utah State Senate, including six as Senate President, where he worked to represent Utah with integrity and collaboration. He later served as the State Olympic Officer, helping support Utah's role on the world stage.
Joy has devoted countless hours to strengthening families and youth. She served as PTA President, contributed as a board member for the University of Utah Fine Arts, and has held numerous youth leadership roles supporting the young people of West Bountiful.
Together, Lane and Joy have raised 3 children and are now blessed with 10 grand children and 1 great-grandchild. Their greatest joy comes from family and from the community they've called home for nearly four decades.
Citizen of the Year - Ellen Jeppson
Citizen of the Year - Ellen Jeppson
Ellen Jeppson was born in California and moved with her family to Bountiful when she was four years old. She graduated from Bountiful High School, BYU with a Bachelor's Degree in Elementary Education, and Utah State with a Master Degree in Education. She married Wayne Jeppson and together they settled in West Bountiful and had four children. Ellen taught school in Davis County for 35 years, including 17 years at West Bountiful Elementary teaching 1st grade. Currently Ellen is the International President of Daughters of Utah Pioneers with its headquarters at the Pioneer Memorial Museum in Salt Lake. Ellen and Wayne have 13 grandchildren and 1 great-grandchild. She loves camping, gardening, teaching, writing, serving others, and storytelling. She is grateful for her pioneer heritage. Her great-great-grandfather and grandmother settled in West Bountiful in 1868 after arriving in Utah with the pioneers, and members of her family have lived here continuously for 158 years to today. Her husband was born in West Bountiful, and the Jeppson family loves their ties to this town. Ellen's philosophy for life is: You can never have too many friends. You can't be too kind. You can't eat too much chocolate.

Veteran of the Year - Scott Higgins
Scott Higgins was raised in Bountiful, Utah and graduated from Viewmont High School in 1976. Following a two year church mission, Scott attended the University of Utah where he was an Army ROTC Distinguished Military Graduate. He received a regular-army commission into the Armor Branch in 1983. Scott served in leadership and command roles in combat units with the 8th Infantry Division in Germany and the 4th Infantry Division at Fort Carson during the Cold War of the 1980s. Following tank company command at Fort Carson, Scott attended fully funded graduate school at Kansas State University to study Industrial Engineering and was subsequently detailed into the Army's Acquisition Corps in 1993. His Acquisition Corps assignments included:

Chief of Contracting at Joint Task Force - Bravo in Honduras
Acquisition Team lead in Silicon Valley, California
Director of Acquisition Education at the U.S. Army Command and General Staff College at Forth Leavenworth, Kansas

During Operation Iraqi Freedom in 2003, Scott deployed to the Persian Gulf as the senior administrative contracting officer supportint he Coalition Forces Land Component Commander. Scott retired from Army active duty after 24 years of service with the rank of Lieutenant Colonel and having been awarded:

Following retirement from active duty in 2004, Scott continued to work for the Department of Defense at Hill Air Force Base, culminating in his role as Director of Information Technology and Chief of Cybersecurity for the ICBM Systems Directorate. He retired after 40 years of federal service in 2020. Scott and his wife, Wendy, have been married for 44 years and are the proud parents of 1 daughter, 3 sons, and have 8 grandchildren. They have lived in West Bountiful since 2019.

Youth Citizen of the Year - Bo Bartholomew
Bo has been in Youth City Council for 6 years. During those 6 years he helped plan many city events, such as Christmas on Onion Street, and giving countless hours of community service. On August 5th he will be going on a mission for the Church of Jesus Christ of Latter-day Saints to Kansas City, Missouri. After his mission, he will double major at the University of Utah in Mechanical Engineering and Music Education.
