The Department of Energy and Environmental Protection is tasked with balancing the different uses of water in Connecticut. Using our water resources wisely ensures that the people of Connecticut have access to water for drinking, gardening, irrigating, and even snowmaking. It is important that water is available in streams and lakes across the state for wildlife, aquatic vegetation, and fish. Aquatic recreation such as swimming, boating, and fishing rely on having plentiful water available in our environment. It is important that we balance all the uses of water.

Xeriscaping is the practice of designing landscapes to reduce the need for irrigation and emphasizes the use of native plants. Native plants require less water, fertilizer, and pesticides because they are adapted to local environmental conditions. An additional advantage is that native plants benefit local wildlife species. Below are webpages that provide guidance on incorporating native plants into your next landscaping project:

A common example of xeriscaping in Connecticut is constructing a rain garden. Rain garden benefits are two-fold in that they help conserve water during both dry and wet periods as they capture runoff produced by storm events, while allowing excess runoff to infiltrate back into the groundwater system during dry periods.

Rain gardens come in all sizes ranging from a small plot next to a residential roof drain to a large area that captures runoff from a school parking lot. The rain garden construction shown in these images is located at the Green Acres Elementary School in North Haven, Connecticut and aims to capture runoff before it enters the Quinnipiac River. Projects like these can be funded by the Clean Water Act Section 319 grants, which are administered by the CT DEEP and the US EPA.

DEEP is responsible for monitoring how industries, businesses, and water companies use water through the Consumptive Diversion Program. Water use monitoring details how water is used in Connecticut, which helps stakeholders plan for future public water supply needs, as well as ensuring aquatic life will have access to plentiful water.

The Fenton River in Mansfield, Connecticut has served as a case study for how responsible water management of rivers can restore balance to high water demands. The Fenton River has become a success story for balancing water use for both people and the environment.

In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.

The Water Conservation Project also plays a major role in detaining runoff. Through innovations like satellite technology, the Garden can monitor weather and discharge water from the detention pond prior to storm events. This reduces the annual wet-weather burden on the storm-water system from 8 million gallons to only 2.5 million gallons.

Sections of the Plant Family Collection that line both sides of the brook have been augmented with thousands of new trees, shrubs, bulbs, ferns, and other plants. A new interpretive strategy and enhanced educational programs use this project to raise water-use awareness and teach conservation techniques.

The U.S. population has doubled over the past 50 years, while our thirst for water has tripled. With at least 40 states anticipating water shortages by 2024, the need to conserve water is critical. EPA strives to integrate water management best practices at all of its facilities.

EPA occupies two main types of facilities: offices and laboratories. Plumbing, heating/cooling and irrigation needs comprise a large percentage of typical office water use. The Agency has minimized those uses by installing high-efficiency plumbing fixtures and eliminating irrigation.

Laboratories use water for laboratory processes, water purification and steam sterilization. Laboratories also have significant heat loads, so a significant amount of water is used as cooling tower make-up. EPA has focused much of its water-saving efforts on laboratory facilities.

EO 13693 extends the required 2 percent annual reduction target to FY 2025, which EPA has already exceeded. EPA continues to manage water to maintain progress and implements water projects to reduce water consumption further.

The expo is the largest one-day distribution of smart irrigation controllers in the nation. Nearly 11,000 smart controllers have been distributed over the past 16 years, which translates into an approximate water savings of about 1.5 billion gallons. This is based on the average household water use of 12,000 gallons per month before installation of a smart controller.

Cover crops are an increasingly popular conservation practice that has been used to protect soil, water, and economic resources on farms across the nation. Cover crops are planted in addition to a cash crop, like corn or soybeans, in order to gain environmental and economic benefits.

Drainage water management (DWM) is an exciting new technology that helps farmers control the amount and timing of water leaving agricultural fields through tile lines. DWM works by adding water control structures to existing tile networks to raise or lower the water table to a desired elevation depending on crop needs.

Saturated buffers are another exciting new technology that allows farmers to pass drainage tile water through perennial vegetation in order to reduce nutrient loss to local waterbodies. Saturated buffers do not impact farmers cash crops, take very little land out of production, and have water quality and habitat benefits.

By strategically placing strips of prairie plants in-between row crop or along streams and waterbodies, farmers can reap a multitude of benefits. Prairie strips can aid in reducing erosion and nutrient runoff, increasing habitat and food sources for wildlife, and stream bank stabilization.

Bioreactors are an innovative edge of field practice that filters drainage tile water through woodchips to remove nutrients and protect water quality. Bioreactors remove nitrate-nitrogen from tile water, require very little maintenance and do not impact in-field management.

A wetland is a shallow pool that filters sediment, nitrate and other nutrients while also offering flood mitigation and habitat benefits. Constructed wetlands can be specifically designed for agriculture landscapes to intercept drainage tiles, treating the water, before releasing it back into a tile line, ditch or stream.

Aerial photos are photos taken of the ground from an elevated position. The term usually refers to images in which the camera is not supported by a ground-based structure. Cameras may be handheld or mounted, and photographs may be taken by a photographer, triggered remotely or triggered automatically

Every couple of months, 68-year-old Little climbs up a short ladder to clear the leaves from her home's gutters. "They always clog the little hole where the water goes through," she explains, referring to the opening between the gutters and the downspout.

The downspout funnels the rainwater that falls on her rooftop into a 1,300-gallon (4,900-litre) plastic cistern in her backyard. She has two of them, and in late September both were almost full, fed by the abundant summer monsoon rains. 006ab0faaa
