This 1993 Warner Brothers film was shot primarily in Oregon & Mexico City. Filming began in 1992 at the Reino Aventura amusement park in Mexico City, home of Keiko the killer whale.
This park underwent some scrutiny after the film was released and a fund was set up for Willy's release from the park. When enough money was raised, Keiko was moved to a rehabilitation center in Oregon where they prepared him for life in the wild. Today, Reino Aventura has been remodeled into Six Flags Mexico, but the aquarium still remains for dolphin shows (19.295575, -99.209241).
Opening scenes appear to have been shot in the San Juan Islands in Washington or in British Columbia, or a combination of both.
The large courtyard where Jesse (Jason James Richter) & friends beg for money is the Pioneer Courthouse Square at 701 SW 6th Avenue in Portland, OR (45.518748, -122.679407).
Their skatepark hideout was the Burnside Skatepark at 2 SE 2nd Avenue (45.522992, -122.663373).
The exterior shots of "Northwest Adventure Park" were actually at Oaks Amusement Park at 7805 SE Oaks Park Way in Portland (45.472790, -122.662391). Randolph's house was on the western side of the park near the river (45.473370, -122.66324). This area is off-limits to the park, but you can see it from the ferris wheel.
A couple scenes feature Jesse riding his bike across a city bridge. This was the Hawthorne Bridge over the Willamette River in Portland (45.513448, -122.671532).
Dwight (Mykelti Williamson) drives Jesse up 34th Street in Astoria. Later, Jesse is seen riding his bike down the same hill.
The house where the Greenwoods live is at 3392 Harrison Avenue in Astoria, Oregon.
The dockside fish market where Jesse steals fish for Willy was the 14th Street dock in Astoria (46.190159, -123.828916).
"Greenwood Auto Repair" where Glen (Michael Madsen) works is located at 5931 SE 52nd Avenue in Portland.
The park where Dwight, Glen & Annie find Jesse kicking a garbage can is the grassy overlook of Ecola State Park (also used in The Goonies & Kindergarten Cop), just down the hill from the parking lot (45.919580, -123.975391).
The climactic scene where Willy is set free was at the Hammond Mooring Basin (46.202617, -123.952265) in Hammond, OR (NW of Astoria). A gate was built for the film calling it "Dawson's Marina."
