Voting Power Computation Applications
VotingPowerComp site (VPComp) is used to download content of 4 folders necessary to setup environment and applications (in Julia programming language) to compute various actors (states) indices:
Penrose (Banzhaf absolute),
Banzhaf relative,
Coleman to prevent action,
Coleman to initiate action,
Equitability
and some overall indices:
Winning coalitions total (omega),
Coleman power to act,
Resistance Felsenthal-Machover (Coleman opposite),
Deviation Equitability from 1,
Distortion Loosemore-Hanby,
Mean Majority Deficit MMD
to analyze qualified majority decision voting rules in the legislative body called Council of the European Union also known as Council of the Ministers or simply Council.
Applications are fully parametrized, allow to use single, double or triple majority to analyse any known and proposed exact voting rules (EEC/EU Council original rules, Nice, Lisbon, Jagiellonian Compromise...) for up to 50 actors (states).
