ARTICLE I: MEETINGS OF THE VILLAGE COUNCIL
Rule 10. Regular session.
The Council shall convene in regular session in the Chamber of Council, or in an alternative location directed by the Mayor, or in his absence, the President Pro Tempore, at seven o’ clock in the evening on the second Monday of each month, except that: The Council may, by majority vote of its number, change the day and hour at which any regular session of the same shall convene. Prior to the commencement of its annual legislative year, the Council shall convene in organizational session each January and shall therein prepare and adopt a calendar of dates and times of each regular session to reflect those dates and times altered due to holidays.
Rule 11. Special session.
The Council shall convene in special session upon order of the Mayor, such order issued by proclamation and filed with the Clerk of Council, or by order of at least three members of the Council, such order issued in writing and filed with the Clerk of Council. Any such order shall state the subject or subjects to be considered thereat, and no other subject or subjects shall be considered.
Except as provided in Rule 12, the Clerk of Council shall, not later than twenty-four hours preceding the time at which the special session shall convene, give public notice of the time, place and purpose of such special session by posting a statement of the same upon the official website or social media platform of the Village of Rutland, in the lobby of the Rutland Civic Center and in the lobby of the Rutland United States Post Office. The Clerk of Council shall cause notice in writing of each special session to be served electronically, personally or to be left at the usual place of residence of each member of the Council, and the Mayor not less than twelve hours preceding the time for such special session.
Any news medium desiring to be given advance notification of special sessions of the Council or any municipal body shall file with the Clerk of Council a written request therefore. Except in the event of an emergency special session requiring immediate action of the Council, a special session shall not be convened unless at least twenty-four (24) hours advance notice of the time, place and purpose of such meeting is given to the news mediums requesting advanced notification.
Rule 12. Emergency session.
In the event of an emergency situation that affects or has the potential to affect the immediate public health, safety, or welfare of the Village, the Clerk of Council, upon order of the Mayor, such order issued by proclamation and filed with the Clerk of Council, or three members of the Council, such order issued in writing and filed with the Clerk of Council, may call upon the Council to convene in emergency session and the requirements set forth in Rule 11 shall be waived.
Rule 13. Adjourned session.
The Council shall adjourn its meetings no later than 10:00 p.m. When the business of the Council is not complete within the available time of the regular or special session of the same, such session, by motion of the Council, may be adjourned to a definite time set by the Council. When the Council reconvenes at the appointed time, if a quorum is present, it shall take up the business which remained pending upon the adjournment of the former meeting. An adjourned session of the Council shall be considered a continuation of the session from which it was adjourned and not for the introduction of new business.
