Village Council Approves Funding for Lynn Street Improvements

RUTLAND, Ohio — The Rutland Village Council during its regular meeting held this month passed legislation earmarking new funding for improvements on and along Lynn Avenue and Lynn Street, with Ohio Valley Outdoor Services and McKee Paving selected as the general contractors.

Ordinance 2025-37, sponsored by Councilor Dakota Smith, authorizes the Mayor to secure a loan in the amount of $31,817.50 for the  construction of a new stormwater collection and drainage system along Lynn Avenue, replacement of catch basins along State Route 124 near Lynn Street and the resurfacing of both Lynn Avenue and Lynn Street.

"Street Commissioner Shane Gann and I are pleased to announce another investment in our Village's infrastructure, made possible through an Act of the Rutland Village Council, and most importantly, the taxpayer dollars of our citizens," comments Mayor Eblin. "This investment in addressing a failed drainage system and roadway surface will improve the overall safety and well-being of the Lynn neighborhood."

Mayor Eblin explains the loan will be amortized for a minimum of eight years with a 5.7% interest rate. Approximately $5,554 in combined municipal income tax, gasoline tax and vehicle registration tax revenue would be applied to the repayment of the loan annually.

The construction of the Lynn Avenue stormwater sewer will collect surface runoff from nearby hillside and funnel to the main stormwater sewer along State Route 124. Mayor Eblin explains the project is a second phase component to an initial phase, completed in 2024. Both phases will connect together, according to plans from the Street Commissioner's Office.

"Lynn Avenue has been plagued with poor drainage issues and surface erosion for decades," comments Mayor Eblin. "From a sheet of ice on the roadway in the cold winter to ruts in the rainy spring, we are hoping this project will solve an array of these problems."

Street Commissioner Gann notes residents will be notified prior to the start of the project as roadway closures will be in place. Once stormwater sewer improvements are completed, the entirety of Lynn Avenue and Lynn Street will be paved. Mayor Eblin says he will be asking the Village Council to pass a weight limit ordinance to help preserve the new roadway upon the project's completion.

"My office extends its appreciation to Public Service Chair Shawna Davis and the Public Service Committee, the Rutland Village Council, along with Ohio Valley Outdoor Services and McKee Paving, and most importantly, People's Bank, for preparing months worth of planning and dedication of funding toward this project," comments Mayor Eblin.
