Street Paving, ADA Upgrades and Crosswalks Planned for Main and Salem Streets

RUTLAND, Ohio — Mayor Tyler M. Eblin is announcing the Ohio Department of Transportation will complete street paving on State Route 124 (Main and Salem streets) in the Village of Rutland, along with the construction of ADA upgrades and crosswalks.

The Rutland Village Council on February 2, 2026 passed Ordinance 2026-06, authorizing the Director of Transportation to complete a two-lane resurfacing project using an asphalt overlay treatment on State Route 124 in the Village of Rutland to include ADA upgrades. Mayor Eblin says this legislation is procedural under Ohio law, and was requested by ODOT.

The project will benefit State Route 124 within the Rutland corporation limits, along with State Route 124 in Rutland and Salisbury townships from the State Route 7 junction in Salisbury Township to the State Route 325 junction in Salem Township.

Mayor Eblin explains that while the regular maintenance of State Route 124 within the Rutland corporation limits is the Village's responsibility, the State of Ohio is responsible for all resurfacing projects, who will finance all costs of the proposed project.

"The Village is excited to welcome the Ohio Department of Transportation's paving project in our community, benefiting a stretch of highway that undoubtedly warrants an investment of our taxpayer dollars," comments Mayor Eblin. "I know that many in the Rutland community have expressed concerns regarding the conditions of State Route 124, and soon, the traveling public will enjoy a smooth ride, thanks to the efforts of ODOT."

In addition to paving, the improvement project will include the construction of curb ramps and crosswalks at intersections to improve safety for crossing pedestrians, including those with disabilities.

Engineering plans approved by the Rutland Village Planning Commission, Rutland Village Council and ODOT include the construction of curb ramps and crosswalks at the intersections of Locust Street and Main Street, Larkin Street and Main Street, Salem Street and Main Street, and Larkin Street and Salem Street.

Mayor Eblin explains these upgrades are important to ensure safe crossing by individuals who may experience a physical disability, or who may be blind, as curb ramps will be constructed with sensor pavers, which has raised padding that alerts a blind pedestrian that he or she is preparing to cross a public roadway.

A separate phase of the project will involve the removal of concrete pavement at the east and west end approaches of the Little Leading Creek bridge. During the completion of this phase, Mayor Eblin says ODOT will close the intersection of Larkin Street and State Route 124, while maintaining one-lane traffic along State Route 124 with traffic signals. Communication between the Village and ODOT will be ensured, as noted by Eblin, to ensure any operations of the Rutland Fire Department, which is located on Larkin Street, are not interrupted.

Mayor Eblin says the Main and Salem street improvement project will take place after September, 2026, with the contractor most likely electing to begin work in April, 2027, according to ODOT.
