Rutland Village Council Passes Ordinances Adopting Meeting Schedule, Rules, and Rutland Municipal Code for 2026

RUTLAND, Ohio — The Rutland Village Council on Monday, the fifth day of January, 2026, convened for the purpose of an organizational meeting, followed by a regular meeting, at Rutland Civic Center, during which the Village Council received presentations from visitors, passed a number of ordinances, and approved motions electing Council officers.

Following a roll call by the Clerk of Council finding a quorum present, a moment of silence and a recitation of the pledge of allegiance, the Village Council approved the disposition of the Journal.

During public participation, the Village Council received presentations from the following visitors:

• Richard Wamsley presented to the Village Council his candidacy for Meigs County Commissioner, with assistance from Ash O'Brien.

• James Birchfield presented to the Village Council concerns regarding delayed distribution of The Village Record and handicap accessible parking on the grounds of the Rutland Civic Center.

The Village Council suspended the rules and unanimously passed the following ordinances:

• Ordinance 2026-01, approving and adopting the Rules of the Village Council of the Village of Rutland, 2026 Edition, to be effective immediately upon such approval and adoption, and for purposes related.

• Ordinance 2026-02, fixing the date, time and place at which the regular meetings of the Village Council of the Village of Rutland, and all standing committees thereof, shall commence and be held; and for purposes related.

• Ordinance 2026-03, approving, adopting and enacting American Legal Publishing Corporation's Ohio Basic Code, 2026 Edition, as the Code of Ordinances of the Village of Rutland, Ohio; and repealing ordinances in conflict therewith.

The Village Council held a second reading of the following ordinances:

• Ordinance 2025-38, sponsored by Councilmember Dakota Smith, authorizing the Mayor of the Village of Rutland to make a formal application and request, and authorizing the same to execute all necessary documents, to secure a loan in the amount not to exceed $40,000.00, from the financial institution of the said Village, namely, "People's Bank", to finance the Lynn Avenue and Lynn Street Phase II Storm Sewer Construction and Resurfacing Project of Fiscal Year 2026; and the Weber Street Asphalt Pavement Overlay Project of Fiscal Year 2026, and for purposes related.

• Ordinance 2025-40, sponsored by President Pro Tempore Christopher Saber, to enact Section 171.091 of the Rutland Municipal Code levying an annual license tax in the sum of $5.00, as authorized pursuant to Section 4504.06 of the Ohio Revised Code.

• Ordinance 2025-41, sponsored by President Pro Tempore Christopher Saber, to enact Section 171.092 of the Rutland Municipal Code levying an annual supplemental municipal license tax in the sum of $5.00, as authorized pursuant to Section 4504.17 of the Ohio Revised Code.

• Ordinance 2025-42, sponsored by President Pro Tempore, to enact Section 171.093 of the Rutland Municipal Code levying an annual second supplemental municipal license tax in the sum of $5.00, as authorized pursuant to Section 4504.171 of the Ohio Revised Code.

Elected by the Village Council to serve as President Pro Tempore for fiscal year 2026 was Councilmember Christopher Saber, with Councilmember Madalyn Wood elected to serve as Clerk Pro Tempore. The Village Council additionally elected Dakota Smith to fill the vacant seat for the unexpired term ending December 31, 2029.

Under Ohio law, the Mayor serves as the President of the Village Council. The President Pro Tempore becomes Acting Mayor in the Mayor's absence, incapacitation, resignation or removal. The Clerk Pro Tempore fulfills the role of the Clerk of Council in the Clerk's absence, incapacitation, resignation or removal, until a successor is appointed.

In attendance was Village Clerk-Fiscal Officer Delaynie Potts, Village Solicitor Richard Hedges, Councilmembers Shawna Davis, Carol Moore, Christopher Saber, Dakota Smith and Madalyn Wood. Mayor Tyler M. Eblin presided.

The Village Council reconvenes for a regular meeting on Monday, February 2, 2026 at 7:00 P.M. at Rutland Civic Center.
